SummaryThis position is located in the Commander, Navy Region Hawaii (CNRH), Fleet & Family Readiness Department (FFR), Human Resources (HR) Branch (N941). The HR Branch is responsible for executing a coordinated, comprehensive support program for shore-based and fleet commands having community support programs. Position is responsible for supporting recruiting/staffing and classification efforts.This vacancy is open only to current employees of the recruiting organization.Duties Help Navy Region Hawaii FFR, along with FFR operations at installations Joint Base Pearl Harbor Hawaii (JBPHH) and Pacific Missile Range Facility (PMRF), employs over 1,500 Non-appropriated Fund (NAF) personnel in Military Family Support Center (MFSC), Child & Youth Programs (CYP), and Morale, Welfare & Recreation (MWR) programs in Hawaii.The Major Duties and Responsibilities of this position include various responsibilities in Recruiting and Staffing, Classification, Permanent Change of Station Actions, and other miscellaneous duties as assigned outlined below. Recruiting/Staffing: Performs analytical and technical work in recruitment, selection and placement of employees to fill vacancies. Performs complex position analysis to determine position and skill requirements, recruitment resources, areas of consideration to produce best qualified candidates, and short and long term recruitment needs. Works with managers and supervisors to prepare staffing/position management evaluation/crediting plans. Prepares vacancy announcements, works with recruitment sources to post announcements, monitors CNIC recruitment box for applicant resumes, determines qualifications of candidates who apply for vacancies, prepares certificate of eligible candidates for selecting official, notifies candidates of selection/non-selection, makes official job offer and establishes reporting date. Initiates request for personnel actions by utilizing the NAF Personnel Data Base (SAPHR) for recruitment, employee personnel data changes, processing of awards, etc. Classification: Provides assistance as needed to managers and supervisors in preparation of position descriptions. Prepares package to CNIC Headquarters principle classifier for classification. Permanent Change of Station (PCS) Actions: Works with managers and supervisors to determine entitlements and payment allowances for selectees requiring a permanent change of station from one geographical location to another. Advises and provides guidance to selectee on PCS entitlements, prepares orders to initiate payment, works closely with Finance Branch to ensure orders are executed properly, etc. Miscellaneous Duties: Resolves NAF pay problems. Involves determination of issue, application of pay rates for NAF employees, night shift and other applicable differentials, premium pay, within grade increases, and application of appropriate wage schedules. Develops communication materials to explain NAF personnel policies. Participates in regional and worldwide communications sessions with NAF HR personnel, NAF managers and NAF employees to present information on subject area topics. Develops and presents subject area specific training. Performs other duties as assigned. Requirements Help Conditions of employmentMust pass all applicable records and background check. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.A qualified candidate must possess the following knowledge, which is required for the Specialist position:Knowledge of and skill in applying a wide range of personnel theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures to perform a variety of difficult and complex assignments.Ability to interpret and apply Office of Personnel Management (OPM) classification guidelines and policies to assist managers and supervisors in developing position descriptions.Knowledge of CNIC organizational structure and mission(s) of organizations serviced to perform classification and staffing/recruiting services.Knowledge of OPM, Department of Defense (DoD), Department of Navy (DoN) and CNIC HR instructions, directives and guidelines related to staffing and classification.Skill in utilizing SAPHR or similar personnel data bases to initiate personnel action requests and requisition personnel reports as needed.Ability to develop presentations, briefs, training sessions, etc.; and present effectively to targeted audience.Ability to communicate effectively orally and in writing with all levels of individuals.EducationThis position does not have a positive education requirement.Additional informationSalary is dependent on experience and/or education.Executive Order 12564 requires a Federal workplace free of illegal drugs.
