Job duties include leading and directing the engineering design process, oversight of the CIP process from authorization through acceptance. This position includes project design, consultant evaluation, construction cost estimating, specification development, and bidding. Provides leadership and direction of interagency coordination, floodplain management pertaining to CIP projects. The Assistant Director is responsible for the supervision of the engineering review of CIP requests and proposals during the annual budget process and directly supervises the full-time staff assigned to the CIP design division. Responsible for evaluating, coordinating, and implementing long and short-term planning, goals, and objectives related to transportation CIP projects. Participates in/on a variety of meetings, committees, the Planning and Zoning Commission, City Council meetings, and/or task forces to provide technical information. Provides expertise by analyzing, reviewing, and critiquing development projects and plans.CompensationSalary: $113,550.65 - $160,00.00 annuallyStarting salary is depending on qualifications and experienceEssential Job Functions and Other Important DutiesIn coordination and cooperation with others, develops and maintains a five-year Capital Improvement Plan(CIP)for transportation, drainage, facilities, water, and wastewater utilities, including water and wastewater treatment and reclamation plant facilities.Produces deliverables including: a wide range of technical, analytical, and supervisory duties such as the development of project scopes, cost estimates, schedules for project design and construction, trends in project costs and schedules.Interfaces with consultants involved in the design and construction of projects, providing leadership in scoping projects with design consultants and negotiation of professional services contracts.Manages modeling software and requests for transportation and drainage utilities.Produces civil engineering design plans and project specifications.Reviews the City's Master Plans and updates these documents and the corresponding CIP projects.Reviews drainage reports and manages floodplains as part of the capital project approval process.Provides oversight on the technical review of CIP projects and signature prior to bidding.The Assistant Director has frequent internal and external customer interactions and is responsible for providing timely and complete responses to work requests from residents, City Councilmembers, and City leadership, and keeps all interested parties informed of the status and completion of each request.Ensures that reports required by regulators are filed in a timely and complete manner in order to maintain compliance with all applicable regulations.Assists the Public Works Engineering Director in developing a vision and strategic plan for the department.Develops and monitors operating budget expenditures, provides internal budget controls, and assists the Public Works Engineering Director in determining budget priorities and developing an appropriate course of action.Discusses and reviews each division's budget along with goals and objectives within each.Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.Performs all other duties as assigned.Job QualificationsFormal Education: Bachelor of Science Degree from an accredited college or institution in Construction Science, Construction Management, Engineering Technology, Civil Engineering, or related field.Relatable Work Experience: Seven (7) years of experience at a professional level in Civil Engineering, Construction Science/Management, or a project management role. Five (5) years in a management role. Knowledge of modern principles and practices of civil engineering and construction.Training, Licenses, and Certifications: Professional Engineer Registration in Texas, or ability to obtain within one year. Project Management Professional certification and five (5) years of experience managing transportation and drainage projects. Valid driver's license with an acceptable driving record (must obtain TX driver's license within 90 days).Preferred Qualifications: Professional Engineer Registration in Texas, Project Management Professional certification, and familiarity with project management software. Municipal government, engineering, and supervisory experience.Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months.
