CHIEF INSPECTOR / HIGHWAY DEPT

APPLY NOWJOB DESCRIPTION: The purpose of this position is to plan, organize, and manage a staff of inspectors responsible for the project management and inspection of contracted public infrastructure maintenance projects as part of the annual Road Program for Highway Department, inspection of new residential subdivision and commercial development infrastructure projects, and for the inspection of maintenance/repair work done on the existing public right-of-way, whether by contract or by Special Use Permit. This position works closely with the Highway Superintendent, as well as the Community Development Department. The work is performed under the supervision of the Highway Construction Manager.Plans work schedules, assigns responsibilities, supervises, manages and oversees daily operations of field inspection staff.Prepares contract documents for construction projects, prepares estimated quantities, verifies submittals, coordinates bid documents with Finance Department, oversees preconstruction meetings, tracks construction progress, approves invoices, prepares change orders and correspondence necessary for contracted projects.Performs inspections and prepares deficiency lists for escrow releases and acceptance of improvements in accordance with County Standards and Specifications. Performs escrow and bond releases for improvements that have been completed.Performs final inspections for NID's.Advises and consults with plan review engineers, Highway Superintendent and Construction Manager.Assist Highway Superintendent with maintenance contract arrangements and annual road maintenance program preparation.Prepares daily time sheets and tracks inspection hours for billing and record purposes.Resolves conflicts that arise with developers, contractors and the general public.Coordinates meetings with developers, design consultants, contractors, and County staff.Advise and answer questions from the public concerning county code, the unified development ordinance, and County Highway Dept regulations.Manages daily scheduling of inspection staff routing on special use permits thru citizinserve.Assist Construction Manager with fleet management of Construction Division vehicles.Manages and monitors construction of contracted maintenance projects.Manages and monitors invoicing of inspection fees associated with new subdivision construction, and small cities contract work in combination with county maintenance contracts.Directs and oversees employee training and certification program, evaluate and track employee performance.Performs field inspections during peak construction times.Assumes some limited functions of the Highway Construction Manager and Highway Superintendent in their absence.Performs maintenance and repairs on truck and inspection equipment.Assists office personnel with complaints and walk-ups.Performs other duties as assigned.REQUIREMENTS:EducationAssociate's degree in EngineeringJob Experience5 years engineering or bridge inspection experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities.A valid motor vehicle operator's license requiredEmployment is contingent on successfully passing a full criminal background check.TO APPLY: All applications must be submitted using the APPLY NOW link above.
