Program Analyst (Reports, Directives, Forms)

Hartwood is seeking a Program Analyst who will provide day-to-day support to their section lead to review, analyze and monitor compliance for organizational policy, provide customer service, training support and process improvements to enhance response time to various service requests for enterprise-wide customers. Daily program tasking consists of providing a response to enterprise inquires within a required time-frame, no-notice requests for information, action officer responsibilities, data gathering and processing. This position requires a strategic individual with forward thinking and the ability to work independently to conduct business on behalf of senior leaders. Essential Duties and Responsibilities: Create pre-formatted policy templates that minimize the amount of end-user modifications, providing updates as necessary. Create and maintain a fluent database for in-process, completed, and archived directives. Review policy for quality assurance/quality control; ensure use of appropriate format, reference citations; program management requirements, processing requirements as applicable and provide policy edits as necessary. Provide reports and presentations on program status and compliance metrics. Produce training content/resource aids (videos and documents) to guide customers on how to appropriately process various program management functions at the enterprise and local levels. Support the delivery of monthly virtual trainings and video tutorials. Create a customer information site for program management processes and publish training information. Develop a Program Management community database for points of contact (POCs) and coordinate/conduct quarterly virtual meetings with community stakeholders. Manage daily, incoming customer requests via a separate program organizational email/mailbox, tasker management system or other communication stream, providing swift responses to mitigate customer requests. Perform other related duties as assigned. Required Skills and Experience: Must be a U.S. Citizen. Minimum two (2) years’ experience managing policy and performing administrative tasks in a government organization. Minimum two (2) years’ experience providing stellar customer service; demonstrating professionalism, patience, empathy, and the ability to identify areas of need to sufficiently provide solutions. Minimum two (2) years’ experience designing and delivering training, user aides, videos/tutorials, and end user guides. Experience working with government stakeholders (civilian and military) to understand program objectives and critical success factors. Proficient with Microsoft 365, SharePoint Online, and Adobe applications. Ability to manage multiple tasks and prioritize workload based on the needs of the client. Excellent written, editing and oral communication skills (to include speaking virtually and in public arenas). Strong interpersonal and leadership skills. Creative, flexible, and innovative team player. Commitment to excellence and high standards. Strong organizational, problem solving, and analytical skills. Should demonstrate versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm. Ability to sit at a desk and perform work tasks on a computer for extended periods of time. Ability to travel if required. Required Education: Bachelor’s degree or equivalent work experience in a related field. Preferred Qualifications: Former military or civilian government personnel with extensive knowledge of government programs, contracts, and requirements. Physical Requirements: While performing the duties of this job, must be able to sit, walk, stand, occasionally bend or twist; regularly talk and hear, both in person and by telephone, use hands to operate standard office equipment; reach with hands and arms and lift to 25 pounds.
