This role is highly important because DCAS currently operates business-critical systems on legacy mainframe technologies that support essential city operations and services.The consultant will play a major role in maintaining system stability, supporting modernization efforts, and enabling smooth migration from legacy mainframe applications to modern platforms such as CRM Dynamics 365, ARCHIBUS, Azure, and the new ACRES system.The project involves mainframe administration, data extraction, migration, archive solution development, troubleshooting, and integration between legacy and modern enterprise applications. The selected consultant will work closely with internal technical teams, business users, and third-party consultants to ensure uninterrupted operations and successful digital transformation initiatives.Why They Are Looking for This RoleDCAS is actively modernizing its technology landscape and transitioning from older mainframe-based systems to modern cloud and enterprise platforms. However, the existing IPIS mainframe systems are still business-critical and require continuous maintenance and support during the transition phase.They need a highly experienced mainframe professional who can:Maintain and stabilize existing legacy applications Extract and migrate large volumes of mainframe data Support integration with SQL Server and Dynamics 365 Assist in data archiving and modernization projects Troubleshoot production issues and ensure business continuity Support transition activities from legacy systems to ACRES This role is extremely important because any failure or downtime in these systems could directly impact NYC government operations and public services.Project OverviewThe project focuses on supporting and modernizing DCAS legacy IPIS mainframe systems. The consultant will help migrate and integrate legacy data into newer platforms while ensuring current systems remain operational and stable.The project includes:Mainframe system maintenance and administration Data extraction from ADABAS, Natural, COBOL, CICS, and VSAM environments Data Transport to Windows and SQL Server platforms Integration with CRM/Dynamics 365 using SSIS and Kingsway Soft Development of a data archive solution System troubleshooting and production support Support for transition from legacy systems to the new ACRES platform Participation in system analysis, design, testing, and release management activities Key ResponsibilitiesMaintain and administer IPIS mainframe applications Support enhancement and modernization initiatives Extract and process data from legacy mainframe systems Develop and support JCL programs and batch jobs Perform data migration and integration activities Load data into SQL Server and CRM/Dynamics 365 Troubleshoot production issues and system failures Participate in system analysis and technical design sessions Collaborate with business users and technical stakeholders Maintain technical documentation and release processes Ensure system reliability, performance optimization, and business continuity Required Skills10+ years of hands-on Mainframe development/support experience Strong expertise in ADABAS, Natural, COBOL, CICS, VSAM, and JCL Experience with IBM utilities (IDCAMS, SORT, File Manager) Strong SQL Server and SSIS experience Experience with CRM/Dynamics 365 integration Hands-on experience with Azure and Git Knowledge of Kingsway Soft and data migration tools Strong troubleshooting and system analysis skills Experience in enterprise modernization and migration projects Excellent communication and collaboration skills Preferred / Nice-to-Have SkillsExperience working with NYC or State Government projects Exposure to ACRES and ARCHIBUS systems Experience with data archive solution development Knowledge of release management and change management processes Experience working in hybrid legacy-to-cloud transformation environments _______________________________________ V Group Inc. is an IT Services company which supplies IT staffing, project management, and delivery services in software, network, help desk and all IT areas.
