Part time Code Enforcement Inspector

This is a Part Time Day Position and no nights or weekends. 8 am to 12 pm Monday - Friday. The Code Enforcement Officer/Building Inspector Assistant operates under the authority granted to municipalities to regulate public safety under Indiana Code 35-4-9. The Code Enforcement Officer/Building Inspector Assistant reviews and enforces all health and safety codes and ordinances within the jurisdiction of Owen County. I. DUTIES: The duties listed below illustrate the variety of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar and related to the distinguishing characteristics of the position. Serve as Code Enforcement Officer/Building Inspector Assistant and in doing so perform site inspections for property maintenance code violations within Owen County’s jurisdiction; respond, review, and make a determination of property maintenance code violations. Ensure code enforcement for state and local ordinances, resolutions, codes; enforce zoning ordinances. Interact and collaborate with heads of other departments, other elected officials, and advisory boards and commissions. Oversee the preparation of correspondence, memoranda, agenda items, reports, agreements, presentations, and other forms of documents that may require strict confidentiality. Ensure accuracy and completion of document preparation. Assist the Building Inspector with inspections and administrative duties which include the following: o Perform construction inspections on new and existing residential and commercial structures. o Perform electrical safety checks on storm damaged systems. o Coordinate with electric utility providers for installation and/or removal of electrical services. o Coordinate with development site supervisors concerning ongoing construction. o Review and answer emails and phone calls requesting inspections. o Answer questions from customers about applicable building codes and/or property maintenance codes and common property nuisances. Assists with administrative/office duties as required. Perform other duties as assigned. II. JOB REQUIREMENTS: Ability to research and comply with federal, state, and county laws, codes, regulations, and guidelines affecting development and building safety in Owen County. Working knowledge of framing, electrical, plumbing, and HVAC building code with an ability to apply in inspections of new construction. Ability to use independent judgement and personal initiative in a fast-paced, rapidly changing environment while using clear and accurate oral and written communication and exceptional organization skills. Use of personal computer equipment and software appropriate for position. Ability to read and interpret detailed prints, specifications and maps. Ability to operate hand and/or power tools such as electrical tester, steel/rebar locator, and other tools as required. Ability to work alone with minimum supervision, often under time pressure. Ability to use a high degree of tact, diplomacy, and discretion in communicating effectively with contractors, consultants, citizens, community leaders, and local, state, and federal officials during varied situations and circumstances, including being sensitive to professional ethics, gender, cultural diversities, and disabilities. Education and experience: a desirable way to demonstrate the required knowledge, skills, and abilities for this position includes possession of a combination of formal education, certifications, and experience related to residential and commercial construction, planning and design, and state and local building codes. Ability to attend all public Owen County meetings including County Commissioners, Planning and Zoning Commission, and Board of Zoning Appeals. When your presence is required. Ability to testify in legal proceedings. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Possession of a valid Indiana driver’s license and the ability to maintain insurability under the County’s vehicle insurance policy. III. DIFFICULTY OF WORK: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position. While performing the duties of this job the employee is regularly required to work outside in a variety of weather conditions. The employee is occasionally exposed to wet and/or humid conditions. The noise level of the work environment is usually quiet in the office and moderately loud while in the field. The Inspector will be expected to occasionally lift moderately heavy objects, move around construction sites and both interior and exterior structures and make regular visits to various sites throughout the day. A portion of the required work occurs in an office setting where long periods of sitting and viewing of a computer monitor are required. IV. RESPONSIBILITY: The Code Enforcement Officer/Building Inspector Assistant provides day-to-day management in a customer-based service-oriented work environment that supports achieving the County Commissioners’ objectives and service expectations. Performance is determined by standard practices of the professional field and work will be periodically reviewed for the effect on department goals and objectives. V. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with co-workers, other County departments, property owners/developers, contractors, and the public for purposes of giving and receiving information and rendering services. Reports directly to the Planning and Building Director and/or County Commissioners. VI. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties in a standard office environment, a vehicle, outdoors, and at construction sites, involving sitting/walking at will, sitting/standing/walking for long periods, walking on uneven terrain, lifting objects under 25 pounds, climbing ladders, crouching/ kneeling/bending/reaching, driving, color perception, speaking clearly, hearing sounds, communication, and has exposure to extreme weather conditions, wet/icy surroundings, noisy construction environments, and hostile/irate individuals. Incumbent occasionally works extended hours, weekends, and evenings, and responds to emergencies on a 24-hour basis. VII. OTHER: The Code Enforcement Officer/Building Inspector position is within the Planning and Building Department and is under the direct supervision of the Planning and Building Director.
