The
Department of Consumer and Business Services
(DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the
Information Technology and Research
(IT&R) Section of the Central Services Division. IT&R provides a broad range of specialized technical services in the areas of information systems, data analysis/dissemination, and computer/telecommunication services for a large, diverse agency. The staff support the collection, processing, analysis, and dissemination of statewide and regional data about workers' compensation, accident prevention, insurance, financial institutions, corporate securities, building codes, and senior health insurance benefits. The section supports a number of critical systems to meet the regulatory requirements for each program and interact with other state and federal agencies.

hybrid remote work
on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As the Research Unit Manager, you will serve as part of the IT&R Management Team responsible for overall information and technology strategy, policy, procedures, project planning, and project management for the Department. Duties include:
Supervising and/or managing a team of research analysts
Providing supervision for high profile or complex research projects and mentoring project leads on effective project management of other projects in these areas
Overseeing day-to-day support of some business systems and ensuring agency business partners are satisfied with IT&R services
Administering the Bureau of Labor Statistics (BLS) surveys and grant programs
Providing information analysis and decision support services to DCBS program areas and external stakeholders

Here’s what you need to qualify:
Minimum Qualifications:
Six years of supervision, management, or progressively related experience
OR
Three years of related experience and a bachelor’s degree in a related field
Requested Skills:
Skill in selecting and developing staff
Skill in communicating technical concepts to nontechnical audiences
Skill in communicating effectively in writing and in oral expression
Skill in writing and analyzing general, statistical, and technical reports
Skill in project management, prioritizing, and assigning workload
Skill in developing, promoting, and sustaining teamwork in major projects
Skill in identifying and defining user information requirements
Skill in coordinating and implementing training of staff
Skill with research techniques, statistical principles and procedures, methods of collecting statistical data, and random sampling
