Senior Product Owner Atlassian Platform & AutomationThe Senior Product Owner Atlassian Platform & Automation is responsible for product strategy, backlog prioritization, and delivery of SDLCNext, an enterprise Atlassian platform supporting SDLC and ITSM across the DHMS portfolio. This role combines strong product ownership with deep Jira expertise and AI-driven automation capability. The individual will define priorities, make tradeoff decisions, and deliver platform enhancements while also driving automation of workflows and reduction of manual Process & Tools team effort, particularly across ITSM operations. Operating in alignment with the Government Product Manager, this role is accountable for evolving the platform into a scalable, automation-first system of record, improving efficiency, data quality, and delivery performance. The ideal candidate is a product owner with strong technical depth, not a pure Jira administrator. They bring proven experience owning product backlogs, managing and directing teams, and delivering outcomes, combined with hands-on expertise in Jira configuration and automation. They are naturally inclined to identify inefficiencies and eliminate manual work, using AI and automation to improve ITSM and SDLC workflows.Job Responsibilities Product Ownership & Delivery ExecutionLead execution of SDLCNext delivery, translating stakeholder needs into prioritized backlog, user stories, and release-ready capabilities across the full lifecycle (requirements, development, testing, deployment, sustainment)Own backlog management and Agile execution, including prioritization of ITSM tickets, enhancement requests, and technical debt, along with backlog refinement, sprint planning, and release coordinationPlan and execute platform enhancements and roadmap delivery, including capability block releases and critical implementations aligned to DHMS prioritiesIdentify and mitigate risks impacting delivery, platform performance, or stakeholder alignmentITSM Operations & AutomationOversee ITSM operations and platform sustainment, including management of incidents, service requests, change activities, and requirements/test workflowsEnsure ticket throughput, SLA adherence, and platform stability across day-to-day operationsIdentify opportunities to automate ITSM workflows, including incident routing, service request handling, and change management processesDrive implementation of automation solutions within Jira and related tools to reduce manual effort and improve operational efficiencyJira & Atlassian Platform LeadershipOversee Atlassian platform governance and optimization, including Jira, Confluence, and JSM configuration, performance tuning, and alignment with enterprise standardsDesign and optimize workflows, data structures, and configurations to support SDLC and ITSM processesDrive adoption of automation capabilities within Jira (e.g., automation rules, integrations, plugins) to improve consistency and scalabilitySupport migration to Atlassian Cloud to preserve platform continuity through Jira Data Center EOLTransformation and AIAutomate and redesign SDLCNext workflows to improve end-user experience and streamline execution across programs and servicesTransform Process & Tools (P&T) operations by reducing manual work through Jira automation, integrations, and AI-enabled solutionsIdentify and implement AI-driven opportunities to improve workflow efficiency, data quality, and decision-making across SDLC and ITSM processesDrive continuous improvement in how SDLCNext and supporting teams operate, including interfaces with external partners, through automation and scalable system designMetrics & GovernanceTrack and report on platform and delivery performance metrics (e.g., ticket throughput, SLA adherence, backlog health)Use metrics and operational insights to drive prioritization, performance improvements, and corrective actionsTeam Leadership & Stakeholder ManagementLead and manage a team of personnel supporting ITSM operations and platform enhancements, providing daily direction and performance oversightManage team capacity, workload distribution, and resource allocation across operations and enhancement effortsServe as primary advisor to Government Product Manager and stakeholders, aligning priorities across DHMS programsMaintain regular communication with stakeholders, providing updates on platform performance, enhancement progress, and service impactsBasic Qualifications5+ years of experience in product ownership, product management, or platform delivery roles with clear ownership of backlog, prioritization, and delivery outcomesDeep hands-on expertise with Jira and Atlassian tools (Jira, JSM, Confluence), including workflows, automation rules, data models, JQL, dashboards, and configuration at scaleProven experience designing and implementing automation solutions within Jira or similar platforms to reduce manual effort and improve operational efficiencyDemonstrated experience applying AI or Generative AI tools to automate workflows, improve platform operations, or enhance delivery outcomesStrong understanding of ITSM processes, including incident, service request, and change managementExperience balancing day-to-day operational support (e.g., ITSM) with delivery of new features, enhancements, or automation initiativesDemonstrated experience managing and directing teams in a delivery and/or operational environmentProven ability to define priorities, manage competing demands, and make tradeoff decisions in complex stakeholder environmentsStrong stakeholder management and communication skills, with ability to engage both technical and non-technical audiencesExperience tracking and using performance metrics (e.g., throughput, SLA adherence, backlog health) to drive decisions and improvementsU.S. Citizenship with ability to obtain and maintain a CACApply now or reach out to learn more about how you can transform an enterprise platform into an automation-first ecosystem.
