Subcontract Program Manager

Job DescriptionManage the execution of subcontracts for materials, equipment, supplies and services of a highly-specialized and complex nature through all phases of the program lifecycle.Evaluate, negotiate, and manage assigned subcontracts to perform to each project’s specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontract.Author, manage and influence critical path releases of Statements of Works (SOWs) and plans to align with required schedules and subcontractor lead timesDeliver quality customer service to both internal and external customers and foster and maintain good supplier relationships, while driving a Zero Defect mindset with suppliers.Participate in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s).Who You AreConsistently demonstrate strong critical thinking and problem-solving skills.Able to work independently, as well as manage dynamic cross-functional program teams on all subcontract related issues.Must be able to assess, prioritize, drive issues to closure and be assertive when required.Exercises discretion and independent judgment in the performance of duties.Exhibits best practice work habits and collaborates with other subcontract team members to promote operational excellence and completeness.Models and demonstrates strong leadership in ethics, safety, corporate responsibility, and security.Required Education, Experience, & SkillsTypically a Bachelor's Degree and 6 years work experience or equivalent experienceAbility to travel approximately 20% of the timeExperience in Subcontract Management, Project Management or Program ManagementStrong demonstrated negotiation skills and strategiesExperience in new business capture to include proposalsExperience developing long-term strategies and tactical plans to achieve enterprise objectives.Successful, proven record of leading and managing multi-discipline project teamsStrong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levelsAbility to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resourcesExperience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.Ability to communicate with senior management regarding subcontract performance status (cost / schedule / resources / risk) as well as performance to financial objectivesExperience communicating externally either with customers or suppliersStrong technical and business acumenAbility to obtain and main a Secret level clearance.Preferred Education, Experience, & SkillsBachelor’s degree in Supply Chain Management, Engineering or OperationsPrior experience as a project managerExperience leading cross-functional teams Integrated Product Teams (IPTs)Program Management Institute’s (PMI) Program Management Professional (PMP) certificationDemonstrated Risk Management experienceExperience with information systems such as OracleKnowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)Significant experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)Strong organizational skills to handle many overlapping projects simultaneouslyPay InformationFull-Time Salary Range: $118095 - $200762Please note: This range is based on our market pay structures.
