Job Summary
Under the general direction of the Roadway Group Pre-Design Section Manager, this position is responsible for preparing and reviewing project scoping documentation—including Scoping Letters, Project Assessment Reports, Planning Level Scoping, Project Requirements Reports, Alternative Selection Reports, Corridor Location Reports, Location/Design Concept Report, ADA Feasibility Reports, AASHTO Reports, and Design Decision reports/Memos as required.
Position is responsible for reviewing construction documentation, technical reports, and encroachment permit applications for compliance with applicable AASHTO and ADOT design guidance and requirements; preparing design and construction plans and documentation, acting as the ADA Coordinator for ADA related design compliance and reporting for programmed design projects; ensuring ADOT's Performance Based Practical Design approach is implemented and developed.
Remote work may be available within Arizona based on department business needs and performance measures.
Job Duties
Manages, prepares and reviews project scoping documentation ensuring completeness and compliance with State and Federal requirements—including project Assessment Reports, Planning Level Scoping Reports, L/DCR, ADA Feasibility Reports, AASHTO Reports, Cost Estimates and Project Schedules, and Design Exception/Variance Reports, Memos, and Letters as required. Participates in the development, review, and updating of Roadway Design Standards, Processes and Guidelines through research and by applying current knowledge and understanding of industry technical research and design best practices.
Implements and supports the implementation of Performance Based Practical Design (PBPD) concepts and approaches on all projects. Provides technical support and expertise in developing solutions that meet project objectives and needs, ensuring proper documentation of decisions and scope. Represents Section, Group, and ADOT at meetings, site visits, task forces, and research projects with other Sections, Groups, outside agencies, consultants, and stakeholders.
Performs compliance reviews of project scoping and technical reports, design/construction documentation, and others to ensure compliance with state and federal guidance and requirements. Assists with the preparation and review of design and construction documentation—including calculations, drafting, and design/construction documentation—in compliance with State and Federal requirements. Provides technical expertise and representation in legal proceedings and addressing roadway technical design criteria standards and practices in response to legal questions, inquiries related to roadway design claims or other matters.
Knowledge, Skills & Abilities (KSAs)
Knowledge of:
Thorough knowledge of principles and practices of Civil Engineering as applied to the development, design, construction and maintenance of the State Highway System.
Thorough understanding of Federal and State regulations, policies, procedures and guidelines applicable to the Project Development Process.
Knowledge of State statutes, safety practices, methods, procedures and techniques used in management of assigned resources; computer applications.
Competence in the principles of public participation, consultant management/coordination, and project management/coordination.
Understanding of project budget development and administration.
Skill in:
Oral and written communication; project management.
Researching and interpreting a wide variety of highly technical data, analyzing and designing major highway-related projects, listening and problem solving, personnel management, leadership, and employee relationships, supporting continuous process improvement.
Computer application and computer-aided analysis and design package utilization.

Ability to:
Communicate clearly and concisely with a wide range of professional and governmental representatives, the public, and respond to verbal and written questions from the public or governmental representatives.

Assess and evaluate a wide variety of engineering data and develop and implement appropriate standards, procedures, and priorities for assigned work.

Selective Preference(s)
Education: BS in Civil Engineering or closely related field and relevant employer training courses and seminars.
Experience equivalent to a Transportation Engineer.
Some out-of-town travel may be required.
Pre-Employment Requirements
This position requires driving or the use of a vehicle as an essential function of the job. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.
An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance.
Arizona PE Licensure is required. A candidate who holds an active PE in another state will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE within six months of employment start date.
A valid driver’s license is required if the incumbent is to be an authorized state driver.
