Systems Analyst 2Texas Health and Human Services Commission requires the services of a Systems Analyst 2, who meets the general qualifications of Systems Analyst and the specifications outlined in this document for Health and Human Services Commission Information Technology.Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.The Department of Information Resources (DIR) requires the services of Systems Analyst II, who meets the general qualification of Systems Analyst and the specifications outlined in this document for Health and Human Services Commission (HHSC) Information Technology.Responsibilities include:Develop and implement comprehensive migration strategies from Netsmart's myAvatar EHR to a new SaaS model EHR. This includes data assessment, cleansing, and mapping to ensure compatibility with the new system.Ensure that all aspects of the data migration comply with HHSC standards, including clinical data management and security.Conduct rigorous testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues.Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts.Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration.Required Experience:7YRS Required - Database management systems and data migration, particularly in healthcare EHR systems like Netsmart myAvatar.7YRS Required - Utilizing Informix, Oracle and Microsoft SQL Server SQL and database scripting to facilitate effective data migration processes.7YRS Required - Skill in using EXCEL or other spreadsheet software.7YRS Required - Experience in documenting business process flows and standardizes existing and future process flow improvements by conducting data collection and meetings with the subject matter experts to gain full understanding of system usability and documenting the w7YRS Required - Business analysis, including reviewing, analyzing, and evaluating user requirements, operational procedures, and identifying solutions to automate processes or enhance system functionality.7YRS Required - Resolving complex data-related issues using robust analytical skills and logical problem-solving approaches.7YRS Required - Preparing specifications for data input/output processes.7YRS Required - Exceptional oral and written communication skills, essential for producing clear project documentation and engaging effectively with stakeholders.7YRS Required - Strong interpersonal abilities to lead diverse teams and inspire high productivity and collaboration among team members.7YRS Required - In-depth knowledge of current IT industry trends and market insights, applying them strategically within the organization.7YRS Required - Architectural concepts, principles, and tools relevant to infrastructure, information systems, applications, and organizational structure.7YRS Required - Emerging technologies, both those new to the company and those advancing in the IT industry as a whole.2YRS Preferred - Prior experience with SaaS model EHR systems and cloud data migrations.2YRS Preferred - Experience with Texas DIR Project Delivery Framework and document templates.2YRS Preferred - Familiarity with the existing and planned software technology and the global, regional and local software architecture and infrastructure components.2YRS Preferred - Experience in regulatory compliance and data security related to healthcare data.
