Project Manager – Utilities & Wastewater Treatment (Richmond)
OverviewWe are seeking an experienced Project Manager – Utilities & Wastewater Treatment to lead the planning, execution, and delivery of critical utility systems and wastewater infrastructure for a large-scale pharmaceutical manufacturing new build.This role plays a key part in bringing a greenfield facility from design through commissioning and startup, working closely with engineering, construction, and validation teams. The ideal candidate brings deep experience managing GMP utilities alongside industrial wastewater treatment within complex CAPEX environments.Key ResponsibilitiesProject Leadership & DeliveryLead end-to-end execution of utilities and wastewater treatment scope from design through commissioning and handoverDevelop and manage integrated project schedules, budgets, and resource plansAlign utilities and wastewater systems with construction, CQV, and site startup milestonesIdentify project risks and drive mitigation strategies across multiple workstreamsUtilities Systems OversightOversee design, construction, and commissioning of pharmaceutical utilities, including:WFI, Purified Water, and Clean SteamHVAC and controlled environmentsCompressed air and process gasesChilled water and heat transfer systemsElectrical and backup power infrastructureEnsure utilities are designed for reliability, scalability, and GMP complianceReview and approve engineering deliverables such as PFDs, P&IDs, and technical specificationsWastewater Treatment LeadershipOversee design, installation, and commissioning of industrial wastewater treatment systemsManage pretreatment systems, sludge handling, dewatering, and discharge processesEnsure systems can handle pharmaceutical manufacturing waste streams including APIs, solvents, biologics, and CIP wasteIntegrate wastewater systems with the broader site utilities infrastructureCompliance & Regulatory OversightEnsure compliance with GMP/GDP requirements for utilities supporting manufacturing operationsEnsure adherence to environmental regulations and site EHS standardsSupport permitting activities, inspections, and validation readinessConstruction & Contractor ManagementCoordinate with EPC firms, engineering partners, and contractorsOversee on-site execution of utilities and wastewater installation activitiesManage RFIs, change orders, contractor performance, safety, quality, and schedule adherenceQualificationsBachelor's degree in Engineering (Mechanical, Chemical, Environmental, or related discipline)8–15+ years of project management experience in pharmaceutical, biotech, or industrial environmentsProven experience managing GMP utility systems and industrial wastewater treatment projectsExperience supporting large-scale CAPEX projects and/or greenfield site buildsStrong understanding of pharmaceutical utilities, wastewater treatment technologies, and regulatory complianceWhy This RoleKey leadership role on a high-profile pharmaceutical site expansionHands-on ownership of mission-critical utilities and environmental infrastructureLong-term project engagement with potential for extended involvement as the site ramps up
