Operating in close partnership with the Portfolio Director and program leadership, this position enables effective portfolio execution by providing transparent financial insight, disciplined controls, and timely reporting that support informed decision-making.Position Details• Reports to: Senior Managing Director• Location: Remote• Position Type: Regular Full Time• FLSA Status: Exempt• Pay: SalaryEssential Job FunctionsPortfolio Financial Leadership• Lead financial management across the Caribbean portfolio, including budgeting, forecasting, cost controls, funding utilization, and financial reporting.• Serve as the primary authority for portfolio-level financial integrity, ensuring accuracy, consistency, and transparency across programs and projects.• Monitor financial performance, identify trends and variances, and drive corrective actions in coordination with program and portfolio leadership.• Support long-range financial planning, cash-flow analysis, and funding lifecycle management.Project Controls & Performance Management• Establish, maintain, and enforce project controls standards across the portfolio, including cost management, schedule controls, earned value, where applicable, and performance tracking.• Oversee development and maintenance of integrated cost and schedule reporting to support portfolio-level visibility.• Identify execution risks related to cost, schedule, or performance and elevate insights to the Portfolio Director and executive leadership.Drive consistent use of controls tools, templates, and methodologies across all programs.Invoicing, Funding & Compliance• Oversee end-to-end invoicing processes, ensuring alignment with contractual terms, funding requirements, and audit standards.• Coordinate with program teams, finance, and external partners to ensure timely and accurate submission, approval, and reconciliation of invoices.• Ensure compliance with funding, procurement, and regulatory requirements, including documentation, record retention, and audit readiness.• Serve as a key point of contact for financial audits, reviews, and funding agency inquiries.Executive Reporting & Decision Support• Lead preparation of portfolio-level financial and controls reporting for executive leadership, governance forums, and external stakeholders.• Provide data-driven insights that support trade-off decisions, prioritization, and risk management at the portfolio level.• Translate complex financial and performance data into clear, actionable narratives for senior audiences.Cross-Functional & Stakeholder Collaboration• Partner closely with the Portfolio Director, program leaders, and project teams to support effective delivery without assuming project management ownership.• Coordinate with finance, contracts, procurement, and compliance teams to ensure integrated execution.• Support stakeholder engagements by providing financial and performance insight as needed.People Leadership & Capability Building• Lead and develop project controls and finance staff across the portfolio.• Build standardized processes, clear accountability, and strong controls capability across programs.• Mentor teams to elevate financial discipline, documentation quality, and execution consistency.• Promote a culture of accuracy, transparency, and accountability.Minimum Job Requirements• Minimum of 8–10 years of relevant experience in project controls, portfolio finance, financial management, or related disciplines, including at least 3 years in a leadership or supervisory role.Demonstrated success managing complex budgets, invoicing, and funding compliance across multiple active projects or programs.• Strong understanding of cost controls, scheduling, forecasting, and financial reporting frameworks.• Experience operating in regulated, audit-intensive, or federally funded environments is strongly preferred.• Exceptional analytical, communication, and stakeholder-management skills.Leadership Characteristics• Detail-oriented leader with strong execution discipline and financial judgment.• Trusted partner to delivery leadership with the confidence to challenge assumptions and surface risk.• Comfortable operating in high-visibility, deadline-driven environments.• Proactive, solutions-focused, and resilient.Preferred Job Requirements• Experience in geographically distributed or island environments is a plus.• Experience operating in regulated, audit-intensive, or federally funded environments is strongly preferred.Job Description DisclaimerThis position description incorporates the core responsibilities of the job.
