OSPM Data Analyst/Report Technical Writer Austin, TX (Remote within US)4 months Contract with possibility to extensionThe data analyst/report technical writer performs highly advanced work related to special education and special populations data collection and reporting activities and projects.Essential functions:Develops and writes data documentation, analytical requirements, business rules, workflows, and data calendar/timelines for existing and new data projects using simple, clear, unambiguous, and concise languageOversees the planning, design, scope, structure, creation, analysis, and maintenance of SAS programs, datasets, data reporting systems, and reportsDevelops and manages extensive quality assurance and quality control checks of SAS programs and workflows to improve existing programs and processes including comprehensive documentationPlans, studies, researches, and evaluates current information and data systems and recommends changes as neededCandidate Skills and Qualifications:Years - Required/Preferred - Experience4 - Required - Experience with SAS programming or similar statistical programming language3 - Required - Education: Graduation from an accredited four-year college or university3 - Required - Experience working with administrative data3 - Required - Experience developing technical documentation3 - Required - Experience with MS Office suite, especially Word and Excel2 - Preferred - Experience working with education dataOther Special Requirements:Excellent communication skills with ability to express ideas clearly verbally and in writingStrong attention to detailA desire to self-reflect, give/receive feedback, and continuously improveDetail-oriented and efficient work habitsEffective at time management, setting priorities, and handling changing priorities in a positive and patient mannerOrganizational skills, to work with the vast array of information gathered and to cope with rapidly changing informationWriting skills, to communicate information effectively to users, customers, managers, and technical staffAnalytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented userrequests from the underlying true needs, and distinguish solution ideas from requirementsMulti-tasking skills to handle a large body of projects simultaneously and to manage varying levels of work intensityAbility to understand, analyze, and create technical documentation
