POSITION SUMMARY
The Augusta County Commonwealth’s Attorney’s Office is seeking a qualified professional to serve as Pathways Program Manager. The position is responsible for the administrative leadership, operational management, compliance coordination, and sustainability development of the Pathways Program, a prosecutor-administered diversion and deflection initiative.
The Pathways Program Manager is responsible for establishing and maintaining the administrative infrastructure necessary to support effective program operations, participant services, staff performance, regulatory compliance, risk management, fiscal accountability, data management, stakeholder coordination, and long-term program sustainability.
During the program’s development and transition toward long-term sustainability, Virginia Department of Behavioral Health and Developmental Services (DBHDS) licensure readiness, and Medicaid billing capacity, the Program Manager will also perform assigned Executive Director functions for Pathways Virginia, an affiliated independent 501(c)(3) nonprofit organization established to support future service delivery, licensure, provider enrollment, billing, compliance, and program sustainability.
The position requires a high degree of organization, independent judgment, discretion, accountability, and the ability to manage multiple administrative functions within a developing program environment.
The Program Manager works closely with the Commonwealth’s Attorney’s Office, county government, prosecutors, law enforcement agencies, courts, probation, behavioral health and treatment providers, peer recovery organizations, nonprofit organizations, community partners, and the Pathways Virginia Board of Directors.
ESSENTIAL FUNCTIONS
The following duties are intended to describe the general nature and level of work performed by this position. They are not intended to be an exhaustive list of all responsibilities, duties, or required skills.
PROGRAM ADMINISTRATION AND OPERATIONS
Direct and oversee the daily administrative operations of the Pathways Program.
Coordinate intake, referrals, participant tracking, case assignments, staff scheduling, documentation workflows, and administrative discharge processes.
Supervise assigned program personnel, including case managers, peer recovery specialists, administrative staff, and other personnel as assigned.
Establish, implement, and maintain administrative systems and procedures necessary for effective program operations.
Maintain program infrastructure, including office systems, technology platforms, participant record systems, referral processes, and reporting tools.
Monitor program workflow, participant flow, staffing levels, operational needs, and service coordination.
Prepare regular administrative and programmatic reports concerning program activity, staffing, participant engagement, outcomes, barriers, and operational needs.
Ensure administrative processes support participant engagement, accountability, recovery support, and applicable diversion and deflection requirements.
Coordinate activities among the Commonwealth’s Attorney’s Office and participating governmental, clinical, nonprofit, and community organizations.
PATHWAYS VIRGINIA NONPROFIT DEVELOPMENT
Perform assigned Executive Director functions for Pathways Virginia, subject to county approval, nonprofit governance requirements, applicable conflict-of-interest requirements, and formal agreements between Augusta County and Pathways Virginia.
Serve as the primary operational liaison to the Pathways Virginia Board of Directors.
Assist the Board with policy development, budget preparation, insurance review, governance calendars, committee structures, strategic planning, and organizational development.
Support development of Pathways Virginia as an independent nonprofit entity for future licensure, provider enrollment, billing, service delivery, compliance, and sustainability.
Assist in transitioning the program from grant-supported operations toward a sustainable reimbursement-supported service model.
Monitor organizational capacity and identify the need for additional administrative, fiscal, compliance, billing, clinical, or executive positions as program operations expand.
Maintain appropriate separation between county operations and nonprofit activities consistent with applicable law, governance requirements, and formal agreements.
COMPLIANCE, PRIVACY, AND QUALITY ASSURANCE
Develop, implement, maintain, and periodically review program compliance policies and procedures.
Coordinate compliance activities involving confidentiality, information sharing, participant records, staff training, incident reporting, documentation, billing readiness, human rights, and regulatory requirements.
Support compliance with applicable federal, state, county, grant, DBHDS, DMAS, HIPAA, 42 CFR Part 2, and other applicable requirements.
Coordinate fraud, waste, and abuse prevention, detection, reporting, investigation, and corrective action.
Conduct or coordinate periodic internal audits of participant records, documentation, referrals, billing readiness, fiscal transactions, and other compliance-related processes.
Ensure required credentialing, background checks, exclusion screenings, confidentiality training, compliance training, and related requirements are completed and documented.
Serve as Privacy Officer, when designated, or coordinate with the designated Privacy Officer regarding privacy complaints, disclosure reviews, potential breaches, corrective action, and staff retraining.
Investigate or coordinate investigations involving compliance concerns, confidentiality issues, human-rights complaints, policy violations, or other administrative concerns.
Maintain compliance calendars, audit records, policy revision logs, corrective action plans, and related documentation.
RISK MANAGEMENT AND SAFETY
Develop, implement, and periodically review program risk-management procedures.
Oversee incident documentation, reporting, review, root-cause analysis, and corrective action planning.
Maintain tracking systems for participant safety concerns, facility issues, transportation concerns, staff safety issues, confidentiality concerns, and other identified operational risks.
Coordinate emergency preparedness and related safety procedures.
Monitor facility safety, first-aid readiness, naloxone availability, infection-control supplies, and other applicable safety requirements.
Coordinate with county risk management personnel, insurance carriers, facility representatives, and program staff regarding safety issues, claims, transportation safety, and insurance documentation.
Ensure staff are familiar with escalation procedures for overdose risk, suicidal ideation, threats, intoxication, participant crises, workplace violence, and other urgent safety situations.
Promote a culture of safety, accountability, incident reporting, and continuous improvement.
DBHDS, DMAS, LICENSING, AND MEDICAID READINESS
Coordinate development, review, and submission of DBHDS licensing materials.
Maintain required policy manuals, organizational charts, staffing plans, service descriptions, risk-management materials, human-rights materials, forms, and supporting documentation.
Coordinate with DBHDS representatives, DMAS representatives, consultants, clinical supervisors, legal counsel, and other stakeholders regarding licensure and implementation.
Support implementation and administration of an electronic health record system capable of compliant documentation, service planning, billing controls, confidentiality protections, and quality assurance.
Coordinate staff training related to DBHDS standards, DMAS ARTS requirements, documentation expectations, privacy, incident reporting, human rights, and billing integrity.
Develop and maintain project timelines, implementation schedules, task lists, compliance calendars, and policy revision logs.
Ensure administrative functions do not substitute for clinical judgment and that clinical services remain the responsibility of appropriately licensed or credentialed personnel.
Support Medicaid billing readiness, including EHR configuration, provider enrollment, managed care organization credentialing, authorization tracking, documentation standards, and denial-management procedures.
Monitor implementation requirements necessary to support future Medicaid billing, including licensure, credentialing, supervision, documentation, service planning, participant eligibility, and payer requirements.
STAFF SUPERVISION AND WORKFORCE DEVELOPMENT
Recruit, onboard, supervise, and evaluate assigned personnel.
Establish clear performance expectations and administrative procedures.
Coordinate staff training and professional development plans.
Maintain documentation of credentials, certifications, registrations, continuing education, supervision, training, and performance.
Support peer recovery staff in completing applicable certification, registration, continuing education, supervision, and training requirements.
Identify staffing needs, turnover risks, supervision requirements, and succession-planning concerns.
Promote a professional workplace culture that is structured, accountable, participant-centered, recovery-oriented, and compliant with applicable legal and ethical requirements.
DATA MANAGEMENT, EVALUATION, AND REPORTING
Maintain accurate participant, referral, engagement, service, outcome, compliance, and program performance data.
Establish and monitor data collection and reporting procedures.
Prepare and coordinate grant reports, performance reports, program evaluations, and quality-improvement activities.
Coordinate approved data sharing with partner organizations in accordance with applicable confidentiality and authorization requirements.
Monitor program performance and sustainability indicators, including participant volume, service utilization, no-show rates, attrition, non-billable activities, documentation requirements, projected and actual Medicaid revenue, and payer-related issues.
Use available data to identify operational trends, program needs, performance issues, and opportunities for improvement.
STAKEHOLDER AND COMMUNITY COORDINATION
Develop and maintain effective working relationships with prosecutors, law enforcement, courts, probation, treatment providers, peer recovery organizations, county departments, nonprofit organizations, healthcare providers, and other community partners.
Represent the Pathways Program at meetings, training events, community events, professional gatherings, and other functions as assigned.
Coordinate communication among participating agencies and organizations.
Support development and maintenance of memoranda of understanding, referral relationships, operating agreements, and other partnership arrangements.
Communicate program policies, procedures, expectations, operational changes, and performance information to appropriate stakeholders.
REQUIRED QUALIFICATIONS
Applicants must possess the following qualifications:
Bachelor’s degree from an accredited college or university in public administration, business administration, healthcare administration, social work, criminal justice, nonprofit management, behavioral health administration, or a related field.
A minimum of three (3) years of progressively responsible experience in program management, leadership, nonprofit management, healthcare administration, criminal justice program administration, behavioral health administration, or a related field.
Demonstrated experience managing complex programs, supervising personnel, coordinating multiple stakeholders, and implementing administrative systems.
Demonstrated ability to organize, prioritize, and manage multiple projects and administrative responsibilities.
Strong written and verbal communication skills.
Strong analytical, organizational, auditing, documentation, and problem-solving skills.
Ability to exercise sound independent judgment and discretion when handling confidential and legally sensitive matters.
Ability to interpret and apply policies, regulations, contracts, grant requirements, and other governing documents.
Ability to learn and apply complex regulatory, fiscal, grant, privacy, and program requirements.
Proficiency with electronic records systems, spreadsheets, reporting systems, and standard office technology.
PREFERRED QUALIFICATIONS
The following qualifications are preferred but not required:
Master’s degree in public administration, business administration, healthcare administration, social work, criminal justice, nonprofit management, behavioral health administration, or a related field.
Five (5) or more years of progressively responsible leadership or program management experience.
Experience with DBHDS licensing and regulatory requirements.
Experience with DMAS ARTS requirements or Medicaid behavioral health services.
Experience with Medicaid billing, provider enrollment, managed care organization credentialing, or payer compliance.
Experience with HIPAA, 42 CFR Part 2, privacy compliance, or behavioral health compliance.
Experience administering federal grants and applying 2 CFR Part 200 requirements.
Experience with peer recovery services, diversion programs, deflection initiatives, treatment courts, community corrections, behavioral health systems, or prosecutor-led diversion programs.
Experience with nonprofit governance, board relations, fiscal management, organizational startup, strategic planning, policy development, compliance systems, or quality improvement.
Experience implementing or administering an electronic health record system.
KNOWLEDGE, SKILLS, AND ABILITIES
The successful applicant should demonstrate:
Knowledge of recovery-oriented systems of care, peer recovery services, behavioral health referral systems, and criminal justice diversion.
Knowledge of, or the ability to rapidly acquire knowledge of, Virginia DBHDS licensing requirements, DMAS ARTS requirements, Medicaid documentation standards, and applicable confidentiality requirements.
Ability to establish and maintain effective working relationships with elected and appointed officials, prosecutors, law enforcement personnel, courts, probation personnel, treatment providers, nonprofit leaders, peer recovery specialists, case managers, county employees, and community organizations.
Ability to interpret and implement regulatory guidance, grant requirements, contracts, policies, memoranda of understanding, and other governing documents.
Ability to prepare clear, accurate, and professional reports, policies, correspondence, grant materials, presentations, and board documents.

SPECIAL REQUIREMENTS
Must successfully complete all required background checks, registry checks, exclusion screenings, and credential verification.
Must maintain strict confidentiality of participant and organizational information.
Must comply with applicable county policies, grant conditions, Pathways policies, privacy requirements, conflict-of-interest requirements, and applicable laws and regulations.
May be required to attend evening meetings, Board of Directors meetings, partner meetings, court-related meetings, training sessions, and community events.
May be required to travel locally for meetings, participant-support coordination, training, program operations, and other official business.
Must maintain any required professional credentials or certifications applicable to assigned duties.
COMPENSATION
Salary Range: $68,000–$76,000 DOQ
Salary will be commensurate with qualifications and demonstrated experience. This is a full-time position with benefits including VRS retirement, life insurance, health insurance and PTO leave.
