Mid Level Contract Specialist - Onsite
Jefferson is seeking a Mid-Level Contract Specialist to support a Federal agency. This role will be remote, but occasional travel may be required to the client site in Washington, DC.
The annual salary range is $100,000.00 to $108,000.00. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities
Post Award Support
Prepare documentation for contract modifications
Use PRISM to draft modifications i.e. incremental funding actions, exercise of options, and deobligations for awarded contracts
Monitor contractor compliance with terms of the contract
Assist in the preparation of incentive and award fee determinations
Assist CO/CS in the resolution of performance problems
Prepare close-out actions
Invoice Review. Assist the CO by tracking incoming invoices and help the CO to ensure prompt payments are being made. The Contractor shall review incoming invoices for sufficiency and performing the following:
Assist in reviewing and processing contractor invoices, including contract funding status management.
Ensure correct amount is being invoiced
Ensure correct CLINS are submitted on invoice
Ensure any deductions due to performance are applied
Ensure any back up documentation needed to pay invoices is submitted by the Contractor
Some time may also be used for pre award support. This includes:
Prepare draft solicitations, Request for Quotes (RFQs), Request for Proposals (RFPs) and Invitation for Bids (IFB). This task shall include:
Design/build draft solicitations, and draft Combined Synopsis/Solicitations using PRISM.
Assure the draft solicitation includes all appropriate FAR clauses, terms and conditions
Recommend and prepare unique terms and conditions as required
Prior to release of solicitation, verify that funds are available and obtain legal concurrence
Release solicitation by electronic posting, email, fax or mail.
Draft documents shall be approved by the CO/CS before being deemed final and released in PRISM.
Prepare acquisition/contract file documentation and artifacts for review and approval by the C/CS.
Required Qualifications
6 Years of contracting experience within a Federal Government Agency
FAC-C Level 2 (Professional Certificate or equivalent.
Bachelor's degree
Ability to communicate effectively, both orally and in writing.
Ability to conduct comprehensive research and analysis of technical and cost or pricing data.
Ability to read and interpret acquisition policy, regulations, and directives.
