Harm Reduction Program Manager

Division/Department: Human Services – Public Health- Community Health Location: Min No Aya Win Human Services Center & Center for American Indian Resources Reports To: Director – Community Health Probationary Period: 180 Days / 6 Months FLSA Status: Exempt (Salary) Classification: Child-Related CA Driver’s License: Level 3- Driver’s License is required. Rate of Pay: $77,589.34 to $87,288.01 salary Responsibilities: Supervise and support harm reduction staff and volunteers through regular check-ins, performance evaluations, and professional development. Develop, implement, and manage harm reduction programs – including, but not limited to, non-judgmental services, syringe access, overdose prevention, naloxone distribution, and safe use education. Collaborate with Fond du Lac divisions/departments to ensure patient-centered care and support (e.g. – housing, medical/health care, social services, mental health, etc.). Build and maintain partnerships with reservation divisions, local health departments, community-based organizations, and advocacy groups. Represent Fond du Lac Human Services Division at community meetings and public health events. Oversee procurement and management of funding, including grants, contracts, and settlement monies; ensure compliance with funding requirements, accurate budgeting, timely reporting, and responsible allocation of resources to ensure program sustainability. Monitor program goals, deliverables, and outcomes; ensure compliance with funder(s) and regulatory requirements. Collect, analyze, and report program data in accordance with Fond du Lac and/or funder(s) requirements. Use internal data and local trends to inform program evolution/diversification. Develop and deliver harm reduction training for staff and volunteers. Stay current on best practices, research, and trends in ham reduction, public health, and substance use services. Appropriate work attire is required. Must attend all mandatory department trainings. Ensures confidentiality of financial records and all records for employees and/or clients. Displays a responsive and professional manner in promptly responding to all requests, complaints, and problems. Recognizes that each employee is a representative of the Fond du Lac Band of Lake Superior Chippewa and is responsible for demonstrating courtesy, respect, and sensitivity to the needs of all others, including visitors and co-workers. Represents the Fond du Lac Band of Lake Superior Chippewa and the department in a positive and professional manner in the community. Required to maintain proper attendance including reporting to work on time in accordance with applicable policies. Maintains a clean and organized work area. Due to changes and modifications in the job from time to time, employees are required to be flexible and assume other responsibilities assigned by management as deemed necessary. Qualifications: Valid Driver’s License issued in the US is required. Eligibility determined by FDL’s insurance company. Bachelor's Degree in a health or human services-related field such as Public Health, Social Work, Nursing, Psychology, Human Services, or a closely related field required. Maintains any certifications and licensure requirements for duration of employment. Active enrollment, or progress toward completion of a master’s degree in the above noted fields is preferred. Strong understanding of harm reduction philosophy, trauma-informed care, and equity-based public health approaches required. Minimum of three years of experience in Tribal public health care or human services setting required. Experience supervising staff and/or managing programs required. Experience with grant management and program evaluation is required. Must be available to do nights and weekends when requested. Experience with working with people living with HIV and people who use drugs is preferred. Knowledge of computer applications to include word processing, databases and/or data entry, Spreadsheets, and Microsoft Outlook is required. Knowledge of Native American communities, culture, customs, and beliefs is preferred. Experience working with Native Americans clients, communities and is able to demonstrate cultural sensitivity is preferred. Ability to communicate effectively orally and in writing is required. Ability to work independently and establish priorities is required. Attention to detail and accuracy is required. Ability to establish professional and harmonious working relationships on all projects and with all parties involved.
