Program Officer, Environment and Community Health
Reports to: Director of Grantmaking, Program and Community EngagementPosition Status: Full-Time/ ExemptLocation: Hybrid – Onsite 3 days per week Starting Salary: $73,200The Program Officer for Environment and Community Health plays a key role in shaping and implementing strategies that protect and improve community health and environmental conditions in Allegheny County. This role centers environmental justice and health equity, advocating for programmatic and policy interventions that expand access to clean air, water, land, and high-quality, culturally responsive health care.The Program Officer manages a proactive and responsive grantmaking portfolio that supports nonprofit and community leaders in addressing root causes of environmental and health disparities. The role strengthens systems and infrastructure that advance environmental justice, promote health equity, and improve the well-being of individuals and families. The Program Officer collaborates with internal and external partners to enhance the Foundation’s impact and help build communities where all people can thrive.PRIMARY DUTIES AND RESPONSIBILITIESGrantmakingManage a portfolio of active grants, including proposal review, due diligence, grant summaries, reporting, and maintaining accurate records.Evaluate applications, conduct site visits, prepare recommendations, and communicate regularly with grant-seekers.Present written summaries and progress reports to the Program Committee and other board committees.Maintain ongoing communication with grantees to understand needs, monitor progress, and improve the grantee experience.Oversee participatory grantmaking processes, including reviewer selection, training, facilitation, documentation, and evaluation.Create and manage advisory committees when needed.Identify challenges facing grantees and connect them to individualized support, external resources, and the Foundation’s More Than Money programs.Ensure full utilization of field-of-interest and special-purpose funds in alignment with donor intent.Work with administrative staff to ensure accurate and timely grantmaking data.Communicate grantmaking priorities, guidelines, and processes to nonprofits, funders, and the public.Community EngagementBuild and maintain relationships with thought leaders, funders, nonprofits, and stakeholders to shape environmental action and physical health priorities.Serve as a resource to partners interested in environmental justice and health equity.Develop and implement convenings that support grantees and community partners, track decisions, and coordinate follow-up.Participate in convenings that center truth-telling, dialogue, and community-driven solutions.Attend grantee events and meet with potential applicants to explain grant processes and priorities.Represent the Foundation in local and regional partnerships addressing community needs.Public Policy and Community ImpactShare expertise with policy and community impact staff to inform design, implementation, and evaluation of related policy efforts.Research and LearningProduce issue briefs, strategy memos, and learning summaries.Apply ecosystem development frameworks to inform portfolio decisions.Stay informed on current events and developments in the field.Contribute to evaluation criteria and participate in assessing portfolio effectiveness.Identify reliable research sources related to environmental justice, health equity, conservation, and climate change.Engage individuals served by the Foundation to ensure lived experience informs strategy.Donor EngagementCollaborate with Development and Donor Services to support donor goals.Contribute to donor education, engagement, and co-created giving opportunities that align donor and Foundation priorities.Collaboration and RepresentationMaintain relationships with peer funders, partners, and community leaders.Identify prospective grantees that strengthen environmental and health ecosystems, especially those serving underserved communities.Represent the Foundation at conferences and public events.Anticipate issues and propose solutions.Customer ServiceProvide prompt, respectful, culturally competent responses to inquiries from grantees, colleagues, board members, and community members.Other DutiesServe on internal committees as appropriate.Perform additional tasks as assigned.KEY SKILLS AND ABILITIESDemonstrated ability to work with diverse populations and commitment to diversity, equity, and inclusion.Alignment with the Foundation’s values: collaboration, trust, racial justice, community, and accountability.Strong research skills and ability to analyze and interpret data.Creative and analytical writing skills, including synthesizing complex information.Integrity, transparency, honesty, and cultural humility.QUALIFICATIONS AND EXPERIENCEStrong understanding of environmental and health sector challenges and opportunities.Post-secondary education in a related field and at least five years of relevant experience; advanced degree preferred.Subject matter expertise in environmental justice, climate change, health equity, and public health; policy knowledge is a plus.Familiarity with philanthropy and grantmaking processes.Strong written and verbal communication skills, including persuasive presentation abilities.Experience working with racially, culturally, and economically diverse communities.Ability to meet deadlines, work independently, and manage multiple tasks.Strong interpersonal skills and comfort working with diverse viewpoints.High technical proficiency and ability to learn new systems, including Blackbaud and Foundant.Proficiency in Microsoft Office Suite.TO APPLY Interested candidates should submit an online application with resume and cover letter by June 12, 2026.
