Construction Materials Testing Specialist

Position DescriptionPosition Overview:The Construction Materials Testing (CMT) Specialist supports Harris County construction projects by coordinating and overseeing construction materials testing services to ensure quality, compliance, and consistency. This role ensures that all CMT work complies with project specifications, ASTM, AASHTO, TxDOT, ISO standards, and Harris County requirements. The position plays a key role in maintaining the integrity of construction materials and supporting safe, reliable infrastructure delivery.Job Duties:Review and evaluate CMT field and laboratory reports for accuracy, completeness, and compliance with applicable standards.Monitor project budgets, prepare budget tracking reports, and ensure testing services remain within established allocations.Review and validate invoices for accuracy and adherence to Harris County fee schedules and governing specifications.Coordinate with CMT firms regarding scheduling, performance expectations, and billing discrepanciesPerform field and laboratory evaluations of CMT technicians to ensure adherence to testing procedures and quality standardsAssist in training Harris County inspectors on ASTM, TxDOT, and related testing proceduresSupport or lead material failure investigations, including documentation and coordination with relevant stakeholdersAttend project meetings and provide input on materials testing, quality concerns, and compliance issuesMaintain documentation and tracking of testing activities to support reporting and audit readinessProvide general support to project teams and leadership as neededPerform other duties as assignedHarris County is an Equal Opportunity Employerhttps://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspxIf you need special services or accommodations, please call (713) 274-5445 or email ADACoordinator@bmd.hctx.net.This position is subject to a criminal history check.
