Responsible for the prompt verification of time and/or leave entries of all unit employees. Has knowledge of departmental and maintenance asset management systems such as Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS), South Carolina Enterprise Information System (SCEIS), and various other program modules related to employee time and payroll. Assists Crew Foremen and Shop Foreman with any problems related to pay/leave issues of their crew employees. Keeps records of employee overtime and holidays worked, as well as, leave request slips. Responsible for all paperwork dealing with employee new hire processing. Assists employees with all benefits and insurance concerns, and works individually and confidentially with employees explaining benefits, retirement, and other Departmental personnel policies and procedures. Orients new employees to departmental policies and procedures related to insurance, payroll, leave requests, and general safety. Serves as office receptionist assisting with requests from members of the public, either in person or by phone, including entering work requests into maintenance asset management systems (HMMS and EAMs) and/or forwarding to the appropriate person or office.Assists the Resident Maintenance Engineer, Assistant Resident Maintenance Engineer and Resident Maintenance Foremen by performing various clerical duties, such as typing memorandums, letters, and other related office correspondence to both internal and external staff and to the public. Files and maintains a tracking system of correspondence and follows departmental record retention and disposal schedules. Researches, processes, and prepares correspondence and reports expeditiously and in a concise and professional manner. Prepares monthly equipment mileage reports and creates reports for county engineering staff to monitor and estimate equipment usage deficiencies. Performs safety related duties such as entering new or revised Safety Data Sheets (SDS) into a computer index, files each safety data sheet into regularly updated reference book(s), and labels products with reference to their page number in the SDS reference book(s). Serves as backup for procurement activities. Assists with preparing requisitions and purchase orders when needed. Acts as credit card holder and liaison. Assists in emergency or inclement weather operations. May include being available for extended hours or extended shift operations. Performs other related duties as assigned.Minimum and Additional RequirementsA high school diploma and six (6) months of work experience that is directly related to the area of employment; or an approved acceptable equivalence. A motor vehicle operator's license is required. The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs.
