Information Systems ManagerDuration: 6 months (possible extension) Location: Oakland, CA (Hybrid: 3 days onsite) Overview: We are seeking a hands-on Information Systems Manager to lead and modernize mission-critical systems for Alameda County Environmental Health. This is a player-coach role, combining technical depth with team leadership, focused on delivering high-impact system initiatives while guiding a small technical team. This is not a project management role. The ideal candidate will actively contribute to technical problem-solving while mentoring staff and driving system improvements.Manager's Note:Collaborate with stakeholders to support EHD program areas (Finance, HazMat, Food & Recreation, OWTS/LOP) and deliver relevant reporting insights.Analyze and document EHD functional workflows and reporting requirements.Key Responsibilities:Technical Leadership (Hands-on)Provide technical guidance and support across systems including Hedgehog, SQL, and InformaticaReview and guide development of SQL queries, ETL processes, and reporting solutionsStep in to troubleshoot and resolve complex technical issues when neededEnsure system performance, reliability, data integrity, and security complianceSystem Modernization & DeliveryLead Hedgehog implementation as the top priority initiativeDrive Jira migration (Smartsheet ? Jira) for case management and workflowsDesign and implement:Jira project structuresWorkflow automation and standardizationPortfolio dashboards and reporting automationIntegrate Jira with Hedgehog, ODS, and analytics platformsTeam LeadershipManage and mentor a team of 3 technical analystsAct as a technical coach, supporting skill development and delivery qualityFoster accountability, collaboration, and consistent executionData & Systems ManagementOversee SQL databases, ETL pipelines, and reporting tools (Crystal Reports, Informatica)Ensure strong data governance, security, and compliance standardsSupport analytics and reporting for operational and regulatory needsStakeholder CollaborationPartner with County IT, program leaders, and vendorsTranslate business needs into scalable technical solutionsLead system enhancements, integrations, and continuous improvementsRequired Qualifications:Experience5+ years of hands-on information systems experience (SQL, ETL, applications)5+ years of leading and managing technical teamsProven experience in enterprise systems support, integration, and modernizationTechnical ExpertiseStrong working knowledge of:SQL, database design, and performance tuningETL tools (Informatica or similar)Reporting tools (e.g., Crystal Reports)Experience with Hedgehog or similar systems (Envision Connect preferred)Experience with Jira implementation and workflow automationUnderstanding of system integrations, APIs, and data pipelinesFamiliarity with automation and AI-assisted toolsNice to HavePublic sector or regulatory environment experienceExperience with data governance and cybersecurity practicesBackground in system modernization or platform migrations
