Position Description & QualificationsThe Deputy Program Manager / Facilities Manager (DoW SkillBridge) participant will support execution of the DMOC IDE contract at Kirtland AFB, providing coordination across program management, facilities, and mission infrastructure domains that enable Distributed Mission Operations (DMO) in support of warfighter training and experimentation.This role focuses on day-to-day program execution, facilities sustainment, infrastructure modernization, and stakeholder coordination across government, host-base, and contractor organizations. The position is structured to provide a transitioning Service member practical civilian experience while directly supporting mission-critical DMO infrastructure and operations at Kirtland AFB.Key ResponsibilitiesProgram Management Support (DMOC IDE)Assist the Program Manager with planning, execution, and tracking of DMOC IDE contract requirementsSupport cost, schedule, and risk management activities tied to infrastructure, development, and engineering effortsParticipate in internal program reviews, government status meetings, and planning sessionsAssist with development and maintenance of program artifacts (schedules, action trackers, risk registers)Support alignment across engineering, IT, training systems, and facilities teams to ensure integrated execution of DMO capabilitiesFacilities & Infrastructure Management (Kirtland AFB)Support oversight of DMOC-related facilities, including:Simulation and training environmentsMission operations centersServer rooms, IT closets, and network infrastructure spacesAct as a coordinating interface between the program, Kirtland AFB civil engineering, communications squadrons, and host-wing organizationsAssist with planning and execution of facility upgrades, renovations, and infrastructure refresh effortsTrack facilities-related work orders, outages, and corrective actions to minimize mission impactSupport sustainment of electrical, HVAC, cooling, and power requirements for critical DMOC systemsEnsure facilities activities align with safety, security, and operational continuity requirementsContract, Budget, & Vendor CoordinationAssist in coordinating subcontractor and vendor activities supporting facilities, IT infrastructure, and mission systemsSupport tracking of facilities and infrastructure budgets and alignment with contract scopeCoordinate with contracting and finance personnel to support procurement and executionAssist with monitoring vendor performance and resolution of infrastructure-related issuesStakeholder Engagement & IntegrationServe as a liaison between:Government DMOC leadershipHost-wing organizations at Kirtland AFBEngineering, IT, and facilities support teamsPrime and subcontractor partnersSupport deconfliction of competing priorities across multiple missions and stakeholdersAssist with preparation of briefings and decision-support materials for government leadershipSkillBridge Development ObjectivesShadow senior Program and Facilities Managers supporting the DMOC missionGain exposure to:Civilian DoD contract executionFacilities management within an operational Air Force installationInfrastructure planning for large-scale distributed training environmentsReceive mentorship focused on translating military leadership and operations experience to civilian program management rolesRequired QualificationsActive-duty U.S. military member approved for participation in the DoD SkillBridge programExperience in operations, program management, facilities, IT systems, or infrastructure leadershipDemonstrated ability to operate effectively in mission-critical, high-availability environmentsStrong communication and coordination skills across technical and non-technical teamsAbility to work on-site at Kirtland AFBActive Top Secret clearance (with SCI eligibility preferred)Desired QualificationsExperience supporting Distributed Mission Operations (DMO), training systems, or mission simulation environmentsFamiliarity with Air Force base facilities processes, CE coordination, and host-wing supportExperience managing or supporting IT infrastructure, server environments, or network facilitiesBudget, contract oversight, or vendor coordination experiencePrior service at Kirtland AFB or within the testing, training, or operational planning communitiesCompany OverviewSerco Inc.
