Title: Regional Compliance ManagerLocation: Minnetonka, MNSchedule: Monday–Friday, 8:00 AM–4:30 PMCompensation: $75,000-$90,000 AnnuallyJob Type: PermanentIndustry: Real EstateAbout The RoleOur firm is working with an organization that is seeking an experienced and highly detail-oriented Regional Compliance Manager to oversee affordable housing compliance operations across an assigned portfolio. This leadership role is responsible for ensuring full regulatory compliance with federal, state, and lender requirements across multiple funding programs while supporting and holding site teams accountable. The Regional Compliance Manager works closely with Regional Managers, Operations leadership, and on-site teams to maintain audit-ready compliance standards and consistent operational excellence.Job DescriptionThe Regional Compliance Manager is responsible for directing and overseeing all compliance-related activities within an assigned region. This includes file oversight, audit preparation, staff training, reporting, and HUD program administration. Key responsibilities include:Ensure compliance with LURA agreements, regulatory agreements, loan documents, and all applicable federal, state, and local housing programsOversee the review and approval of all resident files, including move-ins, annual recertifications, and interim certificationsEnsure all files are complete, accurate, fully documented, and compliant with financing and program requirementsEnforce timely correction of file deficiencies and track resolution and follow-upConduct monthly random file audits across properties, including HUD Project-Based Section 8, HOME, Bonds, MARIF, Tax Credit, and state or lender-funded programsReview and approve reasonable accommodation and modification requests in accordance with applicable regulationsStaff Oversight & AccountabilityPartner with Regional Managers to support compliance staff through training, guidance, and clear communication of expectationsProvide technical interpretation of complex compliance requirementsEstablish and enforce standards for accuracy, timeliness, and completeness of compliance workEscalate performance concerns and ensure follow-through on corrective actionsAudits, Reporting & Systems ManagementLead preparation for management reviews, agency audits, and regulatory inspections to ensure audit-ready files at all timesPrepare, review, and submit all required monthly and annual compliance reports by established deadlinesOversee compliance ticket management, ensuring prompt and thorough responsesTrack outstanding compliance issues and ensure timely resolutionHUD & Program AdministrationOversee all HUD and Public Housing compliance functions, including:Monthly EIV reporting and discrepancy resolutionReview and approval of repayment agreementsSubmission of monthly TRACS vouchers, PIC reporting, and vacancy claimsMonitoring and submission of rent increase requests and utility allowance analysesEnsure all recertifications are completed on time with zero late submissionsOperational CoordinationCoordinate with Regional Managers, site teams, and maintenance staff to ensure inspections and documentation are completed accurately and on timeConduct monthly on-site visits (more frequently as needed) to support compliance efforts and address deficienciesPerform comprehensive on-site compliance audits at least twice per year for all affordable propertiesSupport lease-ups, acquisitions, and rehabilitation projects to ensure compliance is implemented from the outsetAttend meetings as requested to report on compliance performance, risks, and property-specific concernsTraining & CommunicationMaintain current knowledge of all applicable affordable housing regulationsAttend required trainings and proactively monitor regulatory changesCommunicate regulatory updates clearly to site staffProvide ongoing training to ensure consistent understanding and adherence to compliance standardsPerform additional duties as assignedQualificationsRequiredMinimum 5 years of affordable housing compliance experienceStrong knowledge of subsidy programs and Fair Housing regulationsProven ability to manage complex compliance requirements across multiple propertiesExcellent organizational, communication, and analytical skillsAbility to work independently and collaboratively in a fast-paced environmentWillingness to travel regionally and work additional hours as neededPreferredIndustry certifications such as:Tax Credit Specialist (TCS)Blended Occupancy Specialist (BOS)Assisted Housing Manager (AHM)Certified Occupancy Specialist (COS)Experience with HUD Project-Based Section 8 and Public Housing programsExperience using Yardi property management softwareBenefitsWe offer a comprehensive benefits package including Medical, Dental, and Vision coverage, employer-paid Life and Disability insurance, and additional ancillary benefits.
