Program Controls Manager

Overview In this role you will lead the Program Controls team for a major water CIP program, shaping budget, schedule, and cost management for a multi-billion dollar initiative. You will oversee master scheduling, funding tracking, and client reporting, ensuring alignment with strategic goals and rigorous performance monitoring. You’ll drive effective change control, risk and contingency management, and the adoption of advanced controls tools. Compensation / Benefitsrelocation offeredcomprehensive benefitsretirement savings planemployee stock purchase planflexible work optionswell-being resources ResponsibilitiesLead and manage a program controls team within a large water CIP programDevelop and manage budget and master schedule for the Capital Improvement PlanOversee cost management, funding, and PMO reportingSet up and maintain project controls systems (WBS, data capture, forecasting, EAC)Analyze performance data, risks, and change management; incorporate scope variations into schedules and costsPrepare client-facing reports and monitor task-level KPIsCollaborate with Program Manager and task leaders; maintain client relationshipsIdentify strategic process improvements and drive adoption of new tools and innovationsReview stage gates, conduct root cause analyses, and authorize corrective actionsLead technology adoption and quality of task deliverablesMonitor program performance metrics and financial performance against budgets and plansOversee scheduling, resource loading/ leveling, and critical path analysisUtilize PMIS and other technologies to maximize program outcomesEnsure effective issue resolution and coordination across tasks Key requirementsBachelor's degree and 8+ years of relevant experience15+ years of relevant large program controls experience (preferred)5+ years of experience managing other project controls professionals (preferred)collaboration with cross-functional teamsstrong leadership and people-managementclient relationship managementProject Management Information Systems (PMIS)schedule development, critical path analysis, resource loading and levelingcost forecasting (EAC) and earned value concepts
