OverviewJob Code: 2026:0101-003Location: Fairfax, VAFT/PT Status: Full TimeBusiness Sector: Facilities Management and OperationsJob DescriptionThe Engineer, Staff at the Potomac River Test Range (PRTR) plays an integral role for ensuring that products and systems meet quality and performance standards through rigorous testing and evaluation processes.Duties And ResponsibilitiesCONTRACT PENDING AWARD***Provides technical interface on PRTR programs and leadership and training to lower graded personnel in the selection and proper usage of technical approaches and professional practices and proceduresProvides innovative and feasible technical approaches to problem resolution and task performanceConsults with customers/leadership on unusual problems and developmentsIndependently makes decisions on problems and methods and resolves important technical questions through the use of advanced techniques and the extension or modification of standard practicesConducts analysis and evaluation or design of unique and complex tasks through the development of new or improved methods and proceduresAccomplishes assignments by defining requirements, developing criteria, searching for information, developing concepts, coordinating intra- or interdisciplinary interfaces and controlling allocated resources; and, independently prepares (or directs others in the preparation of) computation/analyses, specifications, and technical reports in the specific area of technical expertisePerforms planning and execution of test and evaluation programs involving integrated weapons systems and munitions, automotive systems, precision instrumentation systems and unmanned vehiclesPlans, designs, coordinates, executes, monitors, evaluates, and reports test and evaluation of materiel, incorporating state-of-the-art technology and requiring substantial deviation from established test procedures and/or development of new test capability or instrumentation systemsPerforms fundamental research, feasibility, engineering design or development of testsPerforms independently on projects having the characteristics described aboveAttends meetings and conferences that relate to assigned area of responsibility and assists in the isolation and resolution of controversial and novel issues regarding items being developed and testedInforms Government personnel about matters covered during meetings and information provided and receivedSchedules tests and coordinates support requirements with test scheduling office and supporting organizational elementsOversees the conduct of assigned tests, and personally observes test conduct as requiredExercises technical direction over engineering, technical test support and other supporting personnel in actual conduct of test in the field or under simulated conditionsMonitors performance of the test item and adequacy of data collection, and assumes responsibility and authority for range, test course and laboratory safetyCoordinates with others to assure all safety, security, environmental and community concerns are adequately addressedReviews the data collected for completeness, accuracy, and validityAnalyzes test data in terms of serviceability, cost conditions where the item will be developed, etc., and prepares final test report outlining problem areas revealed during the test and making recommendations and conclusions as to the suitability of the material being testedDue to the uniqueness and complexity of material being tested, the incumbent is required to prepare intricate, detailed, and interpretative analysis of test resultsOther duties as assignedQualificationsRequired Skills and QualificationsBachelor's degree in Engineering (Aerospace, Mechanical, Electrical, or related field) required; Master's degree desiredRelevant certifications (e.g., Certified Test Engineer)Fifteen (15) years of experience dealing with the T&E of weapon systems components, subsystems, and systems, including a demonstrated track record of successful T&E programs and successful collaboration on T&E teamsExpertise in developing and implementing comprehensive T&E strategiesStrong understanding of military standards and regulations related to T&E (e.g., MIL-STD-810, MILSTD-461)Demonstrated training and mentoring skills, with the ability to effectively transfer knowledge and develop technical expertise in othersA commitment to objective assessment and continuous improvement is essentialStrong analytical and problem-solving skills, with the ability to interpret complex test data and identify areas for improvementDemonstrated communication, collaboration, and interpersonal skills to effectively work within T&E teamsAbility to adapt to evolving requirements and priorities in a fast-paced T&E environmentPreferred Skills And QualificationsSignificant experience working on highly complex and critical Department of Defense (DoD) related (any Service Branch) Test and Evaluation projectsActive participation in relevant industry standards committees related to T&ESpecific experience in military T&E methodologies, Test Planning, Instrumentation planningExperience with the development and implementation of new approaches to executing a T&E missionExperience creating solutions when gaps in T&E arisePhysical QualificationsThe work of this position is performed in an environmentally controlled office environmentMust be capable of sitting and entering data on a computer keyboard for extended periods of timeMust be able to view computer monitor for extended periods of timeMust be capable of lifting 25 lbs. unassistedReasonable accommodation can be made to enable people with disabilities to perform the duties and responsibilitiesTerms Of Employment & Eligibility RequirementsMust be a U.S. CitizenMust possess a high school diploma or equivalentMust possess a valid driver's license, without special restrictionsMust pass a pre-employment drug screeningMust be able to successfully complete a background checkMust possess or be able to obtain an interim clearance prior to employment and maintain security clearance for the duration of employment.The above are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required of personnel in this position.
