CLOSING DATE: May 1st, 2026 POSITION: Senior Manager Anadromous FisheriesSALARY: $50.99 - 59.11/hourREPORTS TO: F&W DirectorLOCATION: Nespelem, WABasic Functions: The Senior Manager Anadromous Fisheries is responsible for providing strategic planning and oversight for a large Tribal Anadromous Fisheries Division with over approximately 55 professional and technical staff members and approximately a $13 million annual budget.MINIMUM QUALIFICATIONS:Education and Training:Requires a Bachelor's degree in Fisheries Management, Natural Resource Science, Natural Resource Law or Environmental Science from a regionally accredited college or university, AND 120 months of professional experience in fish management, fish research, habitat management or habitat research. At least 60 months' experience in lead or supervisory roles; (transcript required at time of application)OR A Master's degree in the applicable science will substitute for 12 months of the required experience. A Ph.D. in the applicable science will substitute for 24 months of the required experience. (transcript required at time of application)Knowledge, Skills, and Abilities:Requires knowledge of the legal concept of Tribal sovereignty and the interplay of Tribal sovereignty with state and federal fish and wildlife laws, regulations and administrative actions.Requires knowledge of Colville Tribal heritage and culture and the significance of fish and wildlife resources to tribal members.Requires knowledge of Indian law concerning cultural, fish, wildlife and water and land resources.Requires knowledge of Columbia Basin resource management issues, especially with regard to the Federal Columbia River Power System and its impact on anadromous fish resources, economies and cultures.Requires expert level knowledge and significant experience working with the Endangered Species Act and its processes related to listed anadromous fish in the Upper Columbia River.Requires knowledge in the principles of anadromous fish management, salmon recovery planning, natural and hatchery production and harvest management.Requires knowledge of the development of salmon harvest regulation, selective harvest gears, stream hydraulics, stream monitoring techniques, land management and development, riparian restoration fundamentals, fish culture, soil conservation, laboratory and chemical tests used for bioassays and principles of lake and stream management.Requires knowledge of biological research methods including; experiment design, biological data collection, data analysis and interpretation, presentation, statistical and research theory and techniques, and population measurement techniques.Requires experience developing contracts, budgets and scopes of work.Requires strong and effective communication skills, both oral and written and must be able to communicate effectively with people in diverse job classes and particularly with peers in regulatory agencies.Requires skill in being imaginative and resourceful in high-pressure situations.Requires effective supervision, budget management, writing skills, and communications (internal/external; written and verbal).Requires the ability to plan and carry out complex tasks to completion while working independently or as a member of a project or interdisciplinary team.Qualifying background must include specific experience in managing large, high budget, high visibility fisheries programs and projects in a multi-agency, multi-cultural environment.Requires strong collaborative, interpersonal and diplomatic skills.Ability to build long-term positive working relationships with a wide variety of stakeholders and coworkers including the Colville Business Council, other department managers, departmental employees, tribal members, funding agency representatives, regulatory agency representatives and other government and tribal entities.Requires excellent verbal and written communication skills and be able to communicate effectively with a wide variety of stakeholders with diverse backgrounds and interests.Examples of stakeholders include state, regional and national agency leaders, other tribes, Colville Business Council and Colville Tribal members.Requires the ability to work effectively and move projects forward in an intensely bureaucratic inter-governmental and inter-agency environment with multiple entities asserting their authority to control and manage the same limited resources.Requires the ability to define research problems and determine extent and type of information needed, initiate, plan and design independent experimental research.Requires the ability to implement results of research findings including planning, organizing and supervising the work of others.Requires the ability to develop methods of data collection, interpret data and analyze environmental information to apply solutions, guidelines and policy to field problems.Requires the ability to work in a multi-cultural environment.Requires the ability to carry out tasks to completion and meeting program deadlines.Requires advanced math skills to read and interpret financial statements, and prepare and interpret statistics.Requires the ability to use good judgment, be adaptable and flexible and maintain a positive highly motivated attitude.Requires well-developed human relations skills to prepare and deliver formal presentations to large and diverse audiences, conduct training, and to build productive and effective work teams.Physical Abilities:Requires the ability to work in an office setting, attending meetings, and performing site visits.Requires sufficient hand-eye-arm coordination to use a keyboard and 10-key plus arm/hand movements to retrieve work materials and operate a variety of general office equipment.Requires visual acuity to read words and numbers.Requires auditory ability to carry on conversations over the phone and in person.Requires the ability to lift at least 25 pounds.Requires the ability to work in an office setting, attending meetings, and perform site visits.Requires good physical condition to be able to work and hike in inclement weather conditions and over variable and rugged terrain.Requires the ability to work a variable schedule, including: evenings, early mornings, holidays, and weekends as the work dictates.Requires the ability to travel for meetings, training and conference participation as necessary and drive in inclement weather.Licenses and Certificates:Requires a valid Washington State Driver's License and be eligible for the Tribes vehicle insurance and maintain license and insurance eligibility throughout employment.Working/Special Conditions:Work is performed in an office environment and field environment, with office environment representing minimal exposure to health and safety considerations and field environment representing higher risk expose to health and safety considerations.Requires background clearance (tribal, state) and must maintain clearance throughout employment.Note: Pursuant to Tribal Policy, if this position is safety sensitive it is subject to pre-employment drug testing.
