Associate Director for Traffic Engineering and Signals

Job SummaryThis position is located in the District Department of Transportation (DDOT), Traffic Safety Administration (TSA), Office of the Chief Traffic Safety Engineer, Transportation Signals and Engineering Division (TSED).The Associate Director of TSED is responsible for the leadership and direction in the following areas: multi-modal traffic analysis; signal design, and maintenance of signals and communication assets. The incumbent serves as a technical authority, expert, and advisor on provisions of safe, efficient, and effective transportation operations services; and coordinates and manages the completion of specialized multi-year programs and projects that involve the conceptual development, design, and management of traffic control measures in compliance with governing guidelines. TSED designs, installs, and maintains Intelligent Transportation Systems (ITS) infrastructure including signals, Closed-circuit television (CCTV), variable message signs, navigation or weather stations and highway advisory radios for use of the traffic operations and emergency responders.The incumbent in this role will serve as a member of the senior leadership team providing a full range of supervisory and managerial function, which includes managing and directing the programs of the Division. The division consists of four branches with approximately 50 staff.Duties And ResponsibilitiesProvides overall policy direction and guidance for the District’s traffic control and management systems; participates in the leadership, supervision, and direction of a multi-disciplinary team responsible for meeting performance and mission goals. Provides administrative and technical direction to employees regarding established procedures and practices to ensure program goals are met. Provides oversight of program areas including multi-modal simulation modeling, analysis; studies; designs; plan development, signal design and maintenance, review and approval processes, and signal inspections; ITS equipment management and maintenance, transportation safety, and traffic control and management systems.Manages and approves the drafting of consulting agreements, contract modifications, scopes of work, and payments and fee negotiations. Approves contractor payments and ensures contract technical specifications are consistent with established guidelines and federal, and District of Columbia codes. Reviews contractor cost breakdowns, progress, and performance measurement data. Reviews change order requests and negotiated cost proposals. Complies with the project closeout process requirements and reconciles project balances and contractor claims. Coordinates with project groups for planning current and long-range projects; oversees the development and management of tracking procedures related to federal budgets and contracts.Qualifications And EducationSpecialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position such as experience in electrical systems or Civil engineering principles, practices, and guidelines. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.Mastery of professional knowledge of and extensive experience in the application of engineering principles, practices and techniques, primarily in the area of transportation engineering, signal design, traffic management, and Intelligent Transportation Systems.Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. An advanced degree is preferredTen (10) years of related experience, with at least 5 years in a leadership or management role is preferredLicenses and CertificationsMust possess and maintain a valid driver’s license and have an acceptable driving record.Licensure as a Professional Engineer (PE) and Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board.Working Conditions/EnvironmentWork is primarily conducted in an office setting.
