Site Safety & Health Officer / Environmental, Safety and Health Manager
EMPLOYER OBJECTIVE: Alcan Builders, Inc. seeks an EHS / SSHO to join our Team. The individual we are seeking would have a teaching mindset before disciplinary or punitive. We are seeking an individual to work with our field crews to ensure their safety and compliance with safety and environmental regulations while maintaining schedule and workflow through effective, regular coordination with project management staff. WHAT YOU’LL DO:· Institute and enforce Corporate Safety Policy as related to Construction Safety in accordance with OSHA General Industry (29 CFR 1910), Construction (29 CFR 1926) and U.S. Army Corps of Engineers Engineering Manual EM-385-1-1.· Develop and refine Safety protocols based on current and new regulations and laws.· Understand project management objectives, processes and related work activities in order to properly evaluate work activities and ensure compliance with the Safety Program requirements.· Develop and conduct Site Safety Orientation for each unique project and project site.· Attend and document weekly meetings with the Owners’ Representatives, Superintendent, and Quality Control Manager (QCM).· Develop and manage the Daily Toolbox Safety meeting program to ensure each work crew, subcontractor, and/or specialist firm reviews daily work activities, understands surrounding work actions and addresses awareness for safe work completion each workday. · Develop, upload and maintain Activity Hazard Analysis/Job Hazard Analysis (AHA/JHA) in MS Office, RMS3.0 or other computer database.· Attend preparatory, initial and follow-up meetings to discuss approved Activity Hazard Analysis/Job Hazard Analysis (AHA/JHA) for work actions for each Definable Feature of Work. Defines and addresses Risk Mitigation protocols.· Establish and conduct Monthly Supervisors’ Safety meetings to address governance of safety programs and upcoming schedule of construction activities.· Contribute required information to Daily Quality Control Reports to include safety observations, violation reports, incident reports and any lost-time accident reporting forms such as OSHA 300, 300A, 301, USACE 3394 and/or CEPOD 265 and 265-R. · Develop discussion topics, recent events and lessons-learned for mandatory Weekly Sitewide Safety meetings. Ensure attendance records include signatures and organizations of each attendee.· Works with Installation Security, Safety Office and Environmental Staffs to communicate specific training requirements for project staff and employees. Ensures submittals of training records are developed and forwarded to the QCM for submittal to the Government.· Although a member of the project QC staff, the SSHO maintains a direct line of communication to the corporate officers. · Granted authority to stop work at any time when safety considerations warrant.· Develops and maintains Safety Observations Log and works with Superintendent, foremen and subcontractors to ensure timely corrective actions properly correct the deficiency.· Responsibilities include identifying exemplary safety performance of individuals and organizations, as well as documenting negative findings, enforcement and disciplinary action. · Manages, develops submittals, tracks processing, provides monthly status reports for billings, and enforces requirements for Construction Waste Management and Disposal (Specification 01 74 19).· Manages and enforces Temporary Environmental Controls for Spill Prevention and develops, maintains and provides monthly updates of Hazardous Materials inventory logs, environmental reports and incident reports in accordance with Specification 01 57 19. POSITION REQUIREMENTS:· EM-385-1-1 Requirements for Level 1 SSHO: 2-year Degree in Occupational Safety and Health or similar Degree from an accredited program with a minimum of five (5) years of relevant experience of construction industry safety in building construction projects, or a minimum of ten (10) years’ experience as a Site Safety and Health Officer or Environment, Health and Safety Manager on commercial construction contracts involving new construction, renovation/remodel at least $5M in project magnitude. · 2-years’ experience on Department of Defense/War projects requiring compliance with Corps of Engineers construction specifications sections 01 35 26, 01 57 19 and 01 74 19. PREFERRED SKILLS and RELATABLE EXPERIENCE:· Current Certification in US Army Corps of Engineers Contractor Quality Management course.· Current OSHA 30-hr Construction Safety and Health Certification Training.· Current HAZWOPER 40.· First Aid and CPR Certified · Confined Space Supervisor Certified· Forklift/All-Terrain Telehandler Certified.· Experienced working on Department of Defense (DoD), Military Construction (MILCON) and/or Sustainment, Restoration and Modernization (SRM) projects in excess of $1M scope.· Certification in USACE EM-385-1-1 Safety Course preferred· DoD Sustainability Requirements/LEED-accreditation experience for certifying projects.· Experience with EPA and/or Alaska Department of Environmental Compliance (State-level) environmental policies and procedures related to construction.· Fluent in computer software applications, especially MS Office Suite, USACE RMS, ProCore etc.WHAT YOU’LL GET:You will be working for a growing and stable company that really values its employees with a unique opportunity to experience Alaska living and our great outdoors.
