Our client is a nationally recognized health insurance provider known for innovative solutions, a strong commitment to member experience, and a collaborative culture.They are seeking a Senior Program Manager to lead complex, cross-departmental initiatives that span technology, operations, and business transformation. This role is ideal for someone who thrives in ambiguity, partners seamlessly with both business and technical teams, and can drive accountability across a wide stakeholder landscape.Job DescriptionThe Senior Program Manager will oversee one or more enterprise transformation programs tied to strategic priorities, regulatory needs, new product development, or major operational enhancements. This leader will provide full lifecycle oversight for all projects and project managers within their program(s), ensuring alignment to business outcomes, deadlines, and budget expectations.Programs may involve evaluating or implementing new systems, services, or process improvements across multiple business units. The role requires strong executive communication, financial stewardship, and an ability to create clarity in complex, fast-moving environments.Key ResponsibilitiesManage Execution (70%)Partner with business leaders to define program scope, key milestones, success metrics, and outcomes.Support business case development in collaboration with Finance, Technology, and functional leadership.Identify program resource needs; support hiring and ongoing capacity reviews.Participate in Program Increment (PI) Planning and demos to ensure alignment across Agile Release Trains (ARTs) and business divisions.Track and report progress on the program’s MVP to steering committees and portfolio leadership.Develop and maintain the program’s critical path, milestones, and timeline.Coordinate readiness across all functions (business, technology, communications, training, etc.).Prepare and facilitate executive steering committee discussions and updates.Ensure transparency into dependencies, risks, issues, and required decisions.Support Product Managers, Product Owners, and Business Readiness leads in expectation management.Hold teams accountable, remove obstacles, and drive decisions when needed.Manage program-level financials, ensuring expenditures align with budget and resolving discrepancies with portfolio/finance partners.Relationship Management (30%)Collaborate effectively with internal teams and external vendors.Lead and motivate cross-functional teams across diverse operational areas.Coach and guide project managers across their respective projects.Provide leadership and support when project managers encounter barriers.QualificationsRequired QualificationsBachelor’s degree or equivalent experience. Healthcare experience, ideally within a payer environment8+ years of relevant experience, including 3+ years leading large, cross-departmental programs and managing project managers. Experience leading cross-functional strategic or transformation programs. Program budget management experience for budgets of $1M+. Experience managing executive stakeholders, business owners, technology leaders, change management, operational readiness, and training teams. Proven ability to lead cross-functional teams of 10–50+ contributors. End-to-end program management experience, including Agile delivery. Strong executive-level communication skills, including creation of status reports and presentations. Ability to operate effectively in a fast-paced, ambiguous environment.
