Position: Program Manager – First Five First Steps (F5FS)Classification: ExemptSupervised by: Director of ProgramsSupervises: Family Support Specialists & SupervisorsHome Start’s vision is for every child to have a safe, stable, and nurturing home. Home Start, Inc. operates programs designed to prevent homelessness, address trauma, strengthen families and promote self-sufficiency.Job Summary: The Program Manager for First Five First Steps (F5FS) will oversee the operations of two contracts that connects parents and parents-to-be with a trained professional to support them through the joys and uncertainties of parenting. F5FS partners with families and provides parents with voluntary home-based services that are individualized based on family strengths, needs, and interestsDuties & ResponsibilitiesProgram Management:Lead and manage the F5FS and CalWorks contracts, ensuring alignment with organizational goals, program outcomes and funding requirements. Provide direct supervision to program staff, ensuring they have the tools, training, and support needed to assist participants through the program. Develop and implement strategies to improve program efficiency, effectiveness, and scalability. Monitor trends and best practices to continuously improve program outcomes. Oversee data collection and reporting for the F5FS and CalWorks contracts, ensuring compliance with funder requirements and contributing to program evaluations and improvement efforts. Manage program budgets, ensuring appropriate allocation of resources and financial sustainability. Monitor expenditures and prepare reports for funding agencies. Provides orientation and on-the-job training to new regular, intern and volunteer staff regarding program services, polices and procedures. Provides in-service training and consultation to on-site staff in empirically-based, effective prevention and intervention strategies. Ensures accurate and timely collection and reporting of home-based client and service information and completion of case files. Collects data, writes and prepares program reports to funders. Oversees compliance with contract standards and provisions through the ongoing monitoring of program utilization evaluation. Ensures program staff receive quality clinical supervision. Provides non-licensed clinical supervision and support. Represents the agency at public and professional meetings. Develops and manages program service collaborations with other agencies as dictated by the agency planning process. Assumes responsibility for program development projects, which are negotiated annually and based upon the overall agency goals and objectives. Strategic Planning & Program EvaluationContribute to the development of long-term goals and objectives for the F5FS and CalWorks programs. Collaborate with evaluation teams to assess program outcomes, identify areas for improvement, and implement changes to enhance service delivery and impact. Stakeholder Engagement & CollaborationBuild and maintain relationships with community partners and service providers to enhance program effectiveness and support client needs. Prepare regular reports on program management activities, outcomes, and challenges. Communicate effectively with internal and external stakeholders. Provide training and professional development opportunities for staff, promoting a culture of continuous learning and improvement. QualificationsEducation and ExperienceMaster’s degree in social work, counseling, Public Health, or a related field is preferred. Alternatively, 5–7 years of progressively responsible experience in social services, family support, or a related area, particularly working with at-risk populations, may substitute for a graduate degree. Relevant experience should include building trusting relationships with families, providing direct services, and collaborating across teams or agenciesKnowledge & SkillsDemonstrated knowledge of contract compliance requirements and the ability to ensure adherence to all applicable regulations and standards. Strong understanding and/or of Knowledge of child abuse dynamics and family systems. In-depth knowledge of funding requirements and the ability to manage resources in alignment with these guidelines. Superior verbal and written communication abilities, with a strong emphasis on cultural sensitivity and the capacity to engage with diverse communities. Bilingual/Multilingual preferred. Extensive experience working with multilingual staff. Strong organizational capabilities, with a proven track record of managing multiple projects and meeting deadlines efficiently. Skilled in delivering clear and impactful presentations to a variety of audiences. Computer literacy, including proficiency in Microsoft Office and other relevant software tools.
