Job Title: Senior Technical Program Manager Location: Torrance, CA Duration: 6 Months Contract-to-Hire Work Model: Monday–Thursday Onsite; Friday Hybrid Employment Type: Contract-to-HirePosition Summary:We are seeking an experienced Senior Technical Program Manager to lead multiple enterprise technology initiatives across Architecture, Application Development, Cloud, Data & Analytics, PMO, vendor partners, and business stakeholders.The ideal candidate will have strong technical program management, portfolio ownership, delivery governance, financial oversight, and stakeholder management experience, along with technical knowledge of AWS, .NET, and enterprise data environments.Key Responsibilities:Lead multiple technology projects from initiation through deployment and stabilization.Own project planning, scope, schedules, dependencies, resources, risks, and delivery governance.Manage executive reporting, steering committee updates, and delivery reviews.Coordinate across Architecture, Development, Cloud, Data, QA, Security, Operations, PMO, and business teams.Oversee budgeting, forecasting, project spend, and financial variance management.Track KPIs, project health, delivery performance, risks, blockers, and mitigation plans.Manage competing priorities and influence technical and business decisions using data.Coordinate vendor partners and manage enterprise integrations.Required Qualifications:12–15+ years of experience in technology delivery, project management, or technical program management.5+ years leading enterprise application development and cloud transformation initiatives.Proven experience owning a portfolio and managing multiple concurrent projects.Strong understanding of SDLC, Agile, Scrum, Waterfall, and hybrid methodologies.Working knowledge of AWS services, including EC2, ECS/EKS, Lambda, S3, RDS, CloudWatch, IAM, and API integrations.Understanding of Microsoft .NET/.NET Core, APIs, microservices, and enterprise integration.Knowledge of data warehousing, ETL/ELT, data pipelines, analytics, and data governance.Excellent communication, stakeholder management, planning, tracking, reporting, and risk management skills.Experience with Jira, Azure DevOps, Confluence, and Microsoft Project.Technical specialization or strong knowledge in at least one technology practice.Good-to-Have Skills:Auto Finance, Automotive Finance, Captive Finance, Consumer Lending, or Financial Services experience.Cloud modernization and digital transformation experience.AWS certification and PMP, PMI-ACP, Scrum Master, or equivalent certification.Offshore/onshore delivery management experience.Power BI, compliance, SOX, audit, and risk management exposure.Vendor management and third-party system integration experience.Mandatory Skills: Benefits Management, Project Planning, Pursuit/Proposal Management, Risk/Crisis Management, and Stakeholder Management.
