Program Manager / Product Manager (DSM Programs)
Location: Hybrid - Denver CO
Schedule: In office Tuesday–Thursday | Remote Monday & Friday
Contract Duration: Long-term 12-month contract Pay: $48.27 an/hour
System One is actively seeking a Program Manager / Product Manager to support Demand Side Management (DSM) programs focused on Commercial & Industrial (C&I) customers. This role is responsible for managing the full lifecycle of assigned DSM products and ensuring programs meet regulatory, operational, and financial objectives.
The selected candidate will serve as a key liaison between internal teams, vendors, trade partners, and regulatory stakeholders while supporting energy efficiency initiatives within a highly collaborative environment.
Position Overview
This role supports regulated DSM utility programs designed to incentivize customers to adopt energy-efficient technologies. The “product” being managed is a utility program rather than a physical product.
Responsibilities include ownership of program execution, forecasting, budgeting, stakeholder coordination, regulatory compliance, and continuous process improvement.
The work environment is fast-paced, collaborative, and highly dynamic, requiring a candidate who is comfortable managing multiple priorities and operating within ambiguity.
Program Manager Responsibilities
Manage the day-to-day operations of assigned DSM programs/products
Forecast budgets and monitor program performance against filed goals
Maintain compliance with regulatory requirements and program documentation
Manage program rules, updates, and customer-facing collateral
Coordinate with vendors, trade allies, contractors, and internal stakeholders
Support projects and workflow management within Salesforce CRM
Participate in meetings with internal sales teams, vendors, and leadership
Assist with process documentation and internal/external training efforts
Support regulatory testimony, filings, and reporting activities as needed
Collaborate with cross-functional teams to improve program delivery and execution
Required Qualifications
3–5+ years of experience in Program Management or Product Management
Experience with budgeting and forecasting
Strong Salesforce CRM experience
Excellent stakeholder and relationship management skills
Strong Microsoft Office proficiency
Strong communication and presentation skills
Ability to work effectively within ambiguous and evolving environments
Preferred Qualifications
Experience within regulated industries such as utilities, energy, government, or large enterprise organizations
Utility industry experience preferred (electric, gas, water, etc.)
PMP certification is a plus
Exposure to reporting dashboards or analytics tools such as Power BI
Experience presenting to internal and external stakeholders
