Pre-Roll Production Manager

Position SummaryThe Pre-Roll Manager is responsible for leading and managing all pre-roll production operations within a licensed cannabis manufacturing facility. This role ensures daily and weekly production goals are met through effective scheduling, efficient workflow management, strong quality control practices, and strict compliance with OLCC regulations, METRC tracking requirements, and internal SOPs. The Pre-Roll Manager provides direct leadership to the pre-roll production team, supports training and performance management, and ensures product consistency, accuracy, and cleanliness across all stages of manufacturing.This position plays a key role in maintaining production efficiency, minimizing waste, ensuring inventory accuracy, and supporting continuous improvement initiatives across pre-roll production and packaging operations.Key ResponsibilitiesPre-Roll Production OperationsManage daily pre-roll production schedules to meet output, fulfillment, and distribution goalsOversee all stages of pre-roll manufacturing including grinding, weighing, cone filling, packing, labeling, and packaging handoffEnsure production is completed efficiently while maintaining consistent quality standards and minimizing material lossCoordinate labor planning, staffing coverage, and daily task assignments to ensure smooth production flowMonitor and report production output metrics, identifying opportunities for efficiency improvementTrack and communicate inventory needs for supplies and materials (cones, tubes, labels, flower, kief, infused materials, etc.) to Inventory and LeadershipSupport scaling initiatives, production improvements, and workflow optimization projectsAssist with troubleshooting operational issues that impact production timelines or qualityQuality Control Ensure pre-rolls meet established quality standards for weight accuracy, pack density, burn consistency, appearance, and cleanlinessConduct routine in-process inspections and final quality checks prior to packaging handoffIdentify and correct issues such as loose packs, overfilled cones, underweight units, contamination risks, or packaging defectsEnsure all finished goods are properly sealed, labeled, and packaged according to SOPs and compliance requirementsMaintain product consistency across production runs and adherence to internal product specificationsDocument quality issues and escalate recurring concerns to leadershipCompliance and Documentation Ensure all production activities comply with OLCC regulations, sanitation standards, safety requirements, and facility security protocolsOversee accurate tracking of materials, inputs, outputs, waste, and batch production records in METRC and internal tracking systemsMaintain strict chain-of-custody and inventory accountability for all cannabis material used in pre-roll productionEnsure production documentation is complete, accurate, and submitted in a timely mannerMaintain audit-ready standards and ensure the production area remains inspection-ready at all timesEquipment and Facility Maintenance Ensure daily cleaning and sanitation of all equipment, tools, and production areasOversee safe and proper use of grinders, scales, filling equipment, sealing equipment, and related production toolsConduct routine equipment inspections and report malfunctions, calibration concerns, or safety hazardsEnsure proper storage and organization of cannabis materials, packaging supplies, and finished goodsEnforce PPE requirements and promote cleanliness and safety best practicesTeam Leadership and Collaboration Supervise pre-roll production staff and provide daily direction and workflow oversightTrain employees on SOPs, safety protocols, compliance procedures, and quality standardsProvide performance feedback and support employee development and accountabilityPartner with Packaging, Inventory, and Operations teams to align production with demand and fulfillment needsSupport onboarding and training plans for new production staffPromote a culture of efficiency, consistency, teamwork, and continuous improvementQualifications RequiredMust be 21+ and able to obtain and maintain an active OLCC Marijuana Worker Permit2+ years of experience in cannabis production, packaging, or manufacturing environments1+ year of leadership, supervisor, or manager-level experience in production operationsStrong understanding of production workflow, quality control practices, and compliance standardsAbility to lift 40+ pounds, stand for extended periods, and perform repetitive tasksStrong attention to detail and ability to manage output, accuracy, and team performance simultaneouslyStrong organizational and communication skillsPreferred Experience in a licensed cannabis manufacturing facilityFamiliarity with METRC or other seed-to-sale tracking systemsExperience managing production metrics, output goals, and staffing plansExperience with infused pre-roll productionExperience supporting workflow optimization or continuous improvement initiativesWorking Conditions Exposure to repetitive manual tasks, strong odors, and production noiseDaily handling of cannabis plant
