Read on to find out more about this opportunity.The Office of the County Executive is responsible for implementing the policy direction of the Marin County Board of Supervisors and supporting the effective delivery of public services across 22 departments. The office provides leadership on countywide initiatives, coordinates interdepartmental operations, and manages the County's legislative and intergovernmental affairs.Our work includes advancing the Board's strategic priorities, overseeing the County's $865 million budget, and leading cross-cutting efforts in housing, climate, equity, emergency preparedness, and homelessness. The Legislative and Intergovernmental Affairs program within the County Executive's Office manages development of the Board's Legislative Platform, the County's relationships with state and federal agencies and offices, and advocacy coalitions to support the County's policy goals and funding needs.We are seeking a Legislative Affairs Associate to join the Office of the County Executive. This position is classified as an Administrative Analyst III and will work closely with the Deputy County Executive to support the County's legislative and intergovernmental work at the local, state, and federal levels.This is a Marin-focused position-grounded in the County's values, strategic priorities, and relationships. While much of the work involves external engagement with the State Legislature, federal agencies, and regional partners, the role is fundamentally about serving the needs of Marin's communities. The Legislative Affairs Associate will work to ensure that local government has a strong voice in shaping the policies and funding decisions that affect our residents.We are looking for someone who not only understands legislative and intergovernmental processes, but also deeply values the role of local government, is familiar with Marin's priorities and partners, and is excited to build and maintain strong working relationships across County departments, cities and towns, and community organizations.The Legislative Affairs Associate will assist in tracking and analyzing legislation, drafting policy materials, coordinating advocacy strategies, and supporting the advancement of the Board of Supervisors' annual legislative platform. The role also includes researching and helping pursue state and federal funding opportunities, including competitive grant programs, earmarks, and other appropriations-related efforts.This is an excellent opportunity for a skilled analyst with an interest in public policy, intergovernmental affairs, and strategic government operations. The successful candidate will be detail-oriented, collaborative, and committed to supporting high-quality public service in a fast-paced environment.Key ResponsibilitiesMonitor and analyze proposed legislation, regulations, and budget proposals with potential impacts on County services, operations, and fundingDraft legislative position letters, briefing memos, fact sheets, grant narratives, and internal policy communicationsSupport the development and implementation of the County's annual state and federal legislative platformsAssist in identifying and tracking grant and funding opportunities from state and federal agencies aligned with County prioritiesCoordinate with County departments to gather input on legislative proposals and funding needsMaintain legislative tracking systems and support communication with legislative offices, regulatory agencies, and advocacy coalitionsSupport the preparation of Board of Supervisors agenda items related to legislative affairsParticipate in planning and logistics for legislative meetings, advocacy visits, and intergovernmental engagementsThis position works full-time onsite at the Marin County Civic Center.THE HIGHLY QUALIFIED CANDIDATEThe ideal candidate is a strong policy analyst and communicator who cares deeply about local government and public service. You have some experience in legislative affairs or public policy and are ready to apply your skills in service of Marin County's residents. You understand how external policy decisions shape local outcomes-and you want to ensure Marin's voice is heard.Successful candidates will demonstrate:Knowledge of legislative and regulatory processes at the state and federal levelsCommitment to the mission of County government and to public service in MarinExperience preparing clear, succinct, high-quality written materials for a range of policy audiencesAbility to translate complex legislation into practical implications for local government operationsCollaborative mindset and ability to work across departments, with cities and towns, and with external partnersStrong organizational skills, attention to detail, and the ability to manage multiple tasks and deadlinesProficiency in policy tracking, spreadsheets, and presentation toolsQUALIFICATIONSKNOWLEDGE OFPrinciples and practices of public administration, public agency organization and human resources administration.Organization, function and administrative structure of public agencies, including the role of an elected Board.Techniques of planning and performing administrative, budgetary, operational, human resources or organizational analysis, including project management.Practices of contract negotiation and administration.Applicable laws, codes, regulations and ordinances.Principles of budget preparation and administration, particularly in a public agency.Principles and practices of equal employment opportunity, affirmative action and accommodation for individuals with disabilitiesPrinciples of job analysis, recruitment and selection, classification and compensation, employee relations and risk management in a public agency.Research methodology, data analysis and statistical sampling techniques.Computer applications related to the work, including spreadsheets and basic methods of graphic presentation.Techniques for dealing effectively with departmental and employee representatives, members of various public and private organizations and the public in individual or group settings.Basic supervisory principles and practices.ABILITY TOPlan and carry out various analytical studies in area(s) of assignment.Gather and analyze a variety of data, evaluate alternatives and reach sound conclusions.Interpret, apply and explain laws, rules, regulations and policies.Use sound, independent judgment within general policy guidelines.Organize own work, coordinate multiple projects and meet critical deadlines.Prepare clear, concise and accurate reports, correspondence, policies, procedures and other written materials.Communicate orally, including making presentations of findings, recommendations and policies before public officials, other officials, employees, employee representatives and community groups, in order to gain concurrence and cooperation through discussion and consensus building.Recognize and resolve problems of a sensitive political nature, analyze situations, select alternatives, recognize consequences of proposed actions, negotiate mutually satisfactory solutions to problems and implement recommendations.Use computer applications effectively, including spreadsheets and basic graphics.Plan and direct the work of others on a project or day-to-day basis.Establish and maintain effective working relationships with those contacted in the course of the work.Represent the County effectively in meetings with groups and individuals, including making effective oral presentations.MINIMUM QUALIFICATIONSAny combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, management or organizational analysis work. At least one year of the required professional experience must have included journey level experience in the area of assignment which is legislative analysis.
