Job Summary
This position is located in the District of Columbia Office of Risk Management (ORM). ORM seeks to reduce the probability, occurrence, and cost or risk to DC government through provision of risk identification and by efficiently and fairly administering its programs. ORM provides risk management direction, guidance and support to District government agencies through its four programs: Insurance, Public Sector Workers' Compensation, Risk Prevention and Safety, and Tort Liability.
This position is responsible for conducting all manner of investigations, including interviewing persons claiming loss or receiving workers' compensation benefits, their family members, neighbors, associates, employers, and co-workers, conducting surveillance and other investigative activities.
Duties and Responsibilities
Plans, organizes, and conducts complex investigations involving multiple allegations of complaints. Plans and conducts complete investigations of a wide diversity of operations and activities related to fraud, false information, false pretense, and other areas of concern to ORM. Analyzes the complaint or allegation to identify the issues involved and the types of evidence that will be needed in each case. Determines the scope, timing, and direction of the investigation. Recognizes, explores, and exploits leads to information and evidence. Verifies information obtained to establish accuracy and authenticity of facts or evidence. Plans investigation, determining the methods and procedures necessary to obtain essential information. Investigations vary based on the allegations, and investigative plans are regularly updated as the investigation progresses. Plans and conducts investigation using ingenuity, independence, and adapts the investigative plan to meet unanticipated developments.
Research for physical or documentary evidence to substantiate findings or conclusions, recognizing the need for prompt reporting of critical information as the demands of any given situation may require. Obtains necessary background information by reviewing all pertinent documents in file, examining records, books, reports, correspondence, and other data of consequence related to transactions, actions, or allegations under investigation. Verifies and corroborates all information obtained, presented, or alleged to establish accuracy and authenticity of facts and/or evidence. Conducts investigations relating to the veracity of claims made against the District of Columbia for injury or damages to property. Documents all investigative steps and keeps detailed records regarding the investigations. Maintains files and enters data and investigative materials in the agency's management system.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Licenses and Certifications
Must possess and maintain a driver's license.
Working Conditions/Environment
The work is performed in an office setting, in a vehicle, and investigative duties necessitate field work to conduct interviews of suspects and surveillance operations which may result in exposure to extreme weather conditions and frequent motor vehicle operation.
Tour of Duty: Monday - Friday; 8:30 am - 5:00 pm; incumbent may be required to work nights and weekends
Duration of Appointment: Career Service Term Appointment: Not-To-Exceed (NTE) 13 months.
Pay Plan, Series and Grade: CS-1810-12
Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.
Position Designation: This position has been designated as Security-Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
