This role operates as a strategic partner to business leaders while maintaining direct ownership of recruiting execution, pipeline strategy, and hiring outcomes.This leader provides direction for the recruiting team and works closely with the Workforce Development function to ensure alignment between immediate hiring needs and long-term talent pipelines—particularly for critical technician and skilled trade roles. The role requires a balance of hands-on recruiting leadership and team development, with accountability for delivering consistent hiring results, strengthening candidate experience, and building scalable talent strategies that support continued business growth.Essential Functions And ResponsibilitiesRecruiting Strategy & Business PartnershipServe as a primary point of contact for business leaders on recruiting strategy, hiring priorities, and labor market insightsPartner with leaders to define role requirements, candidate profiles, and sourcing strategiesTranslate business needs into actionable recruiting plans that address both immediate hiring and long-term pipeline needsProvide regular updates to leadership on hiring progress, challenges, and market trendsRecruiting ExecutionLead recruitment efforts for key, complex, or hard-to-fill roles, particularly technician and critical positionsManage full-cycle recruiting activities, including intake, sourcing, screening, interviewing, and offer supportEnsure consistent and high-quality execution of recruiting processes across all roles and locationsStep in as needed during periods of high hiring demand to support team capacity and maintain performanceTeam Leadership & CoachingLead, coach, and develop a team of recruiters and a Recruiting CoordinatorProvide day-to-day guidance on recruiting strategy, candidate management, and stakeholder communicationReinforce expectations around accountability, consistency, and follow-throughSupport development of recruiter capability in sourcing, consultation, and pipeline managementWorkforce Development Partnership & Pipeline AlignmentPartner closely with the Workforce Development Manager to align recruiting efforts with long-term pipeline strategiesSupport school partnerships, community outreach efforts, and early talent programsContribute to the design and execution of “grow-your-own” initiatives for technician rolesEnsure hiring data, volume trends, and candidate insights inform workforce development programming and prioritiesRecruiting Operations, Systems & VendorsOversee use and optimization of the Applicant Tracking System (ATS) and recruiting toolsPartner with vendors including job boards, sourcing platforms, and background providers to support hiring effortsMaintain consistent processes, workflows, and documentation across recruiting activitiesIdentify opportunities to improve efficiency, reporting, and overall recruiting effectivenessCandidate Experience & Hiring Manager SupportEnsure a positive and consistent candidate experience from initial contact through onboarding transitionCoach hiring managers on interviewing practices, candidate evaluation, and decision-makingSupport structured and repeatable hiring processes to improve quality and consistencyAct as a liaison between candidates, hiring managers, and internal teams throughout the hiring processProcess Improvement & Continuous ImprovementIdentify gaps in recruiting processes and implement practical improvementsSupport standardization efforts across divisions and locations to reduce variability in hiring outcomesShare successful sourcing strategies, outreach efforts, and hiring practices across the teamContribute to ongoing development of recruiting metrics and performance trackingMinimum Skills And Qualifications5+ years of progressive experience in talent acquisition, recruiting, or workforce development, including experience leading recruiting efforts in a high-volume or operations-driven environmentBachelor’s degree or equivalent experienceDemonstrated ability to lead, coach, and influence others in a team or project-based environmentExperience recruiting for operational, technical, or skilled trade roles preferredStrong working knowledge of recruiting systems, tools, and vendor platformsProven ability to manage multiple priorities in a fast-paced environmentStrong communication, organizational, and problem-solving skillsExperience working across multiple locations or business units preferredPhysical RequirementsPrimary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
