Harm Reduction Program Manager

POSITION: Harm Reduction Program Manager SUPERVISION: Director of Jackson Services GENERAL DESCRIPTION: The Home of New Vision’s Jackson Harm Reduction Program offers participants overdose prevention, safer use, and safer injection education. Using a harm reduction approach, the Harm Reduction Program Manager will respond to the needs of the drug-using community through outreach and on-site programs, resource development and supply distribution and coordination, as well as crisis intervention, HIV/HCV testing, and wound care. Additionally, the Harm Reduction Program Manager will supervise, train, and mentor interns, volunteers, and staff, and develop policies and training materials. Serve as liaison and build relationships with educational institutions and other health care providers, community-based organizations, law enforcement, social service agencies, and other stakeholders as assigned by the Director of Jackson Services Staff supervision, evaluation, hiring, and termination under the direction of the Director of Jackson Services Assign community outreach initiatives and specific organizations to facilitate the development of relationships with Harm Reduction Outreach Specialists and Peer Navigators Conduct education related to syringe access and other harm reduction programming to participants, staff, interns, volunteers, and other stakeholders Conduct comprehensive substance use assessments and develop individualized harm reduction-informed treatment plans Provide individual and group counseling sessions focused on behavior change, relapse prevention, and wellness Educate participants on safer substance use practices, overdose prevention (including naloxone training), and infectious disease prevention Collaborate with medical providers, case managers, and community partners to coordinate wraparound services Offer crisis intervention and emotional support in a culturally competent and respectful manner Advocate for participant needs and support access to housing, healthcare, and social services Develop and promote specialized overdose prevention and harm reduction messaging targeting people who use drugs (PWUD), people living with HIV (PLWH), and individuals who use drugs and engage in sex work Ensure proper enrollment of all participants in the SSP Follow proper documentation of interns, students, and volunteers Conduct HIV and HCV testing in accordance with policies and procedures Report HIV and HCV test results in accordance with policies and procedures Reports HIV and HCV results appropriately and enters HIV test results in aphirm in appropriate timeframe Ensure referrals as appropriate for HIV and HCV treatment Oversee and ensure proper documentation by staff, interns, students, and volunteers Ensure the rights of all participants and confidential information remain protected Provide training on overdose prevention and access to naloxone for the treatment of drug overdose Create a work schedule for HNV JXN Harm Reduction staff and volunteers Ensure staff and volunteers have received appropriate and required training and education to provide optimal harm reduction services to all participants Create a welcoming environment for participants and a safe work environment for staff and volunteers Addresses issues and safety concerns within the HNV JXN Harm Reduction program Ensure data is entered into SUP promptly and correctly Prepare reports necessary for continued funding Ensure HNV JXN Harm Reduction program finances stay within the allotted budget for each fiscal year Ensures the safe handling, disposal, and storage of safe use supplies. Oversees the work of the staff to ensure that they are following the protocols for safe handling and disposal of used supplies Oversees the storage and handling of supplies, ordering supplies, stocking supplies, and all other aspects of the safe use distribution Actively explores ways to expand services and community partnerships Qualifications: Solid knowledge of harm reduction principles, motivational interviewing, and trauma-informed care Excellent communication, documentation, and interpersonal skills Ability to work independently and part of a multidisciplinary team Extensive interaction with the served population Experience providing health program consultation to organizations and programs Experience in policy and educational content development Harm Reduction Philosophy embraced and focused on empowerment and autonomy for PLWH/PWUD Experience managing and scheduling staff Experience assessing and treating wounds common to PWUD Experience with HCV and HIV testing procedures Knowledge of conditions common to PWUD Experience with various Microsoft programs (Word, Excel, PowerPoint) Two plus years of experience performing work related to the area of assignment; has life experience and is open to sharing his/her/their story. Professional work ethics reflected through dependability, honesty, integrity, and accountability Strong interpersonal skills are needed to ensure a culture of openness and honesty while fostering a culture of inclusion Demonstrate multicultural sensitivity and experience or interest in working with underserved communities Knowledge of health-related issues faced by people who use drugs, including awareness of people who use drugs network, norms, and culture Ability to defuse emotional individuals and to make decisions based upon anticipated outcomes Demonstrates flexibility and enthusiasm for the services provided by the organization Preferred Qualifications: Minimum of two years of experience working in the medical field as a RN, LPN, CNA, or MA Current CPRC, CPS, CPSS, or CADC/CAADC certification or on development plan in good standing Employees must have reliable transportation, active auto insurance, and a valid driver’s license. (required) PERFORMANCE REVIEWS: Written and verbal reviews will be conducted annually. The acting supervisor will complete the performance review and will meet with the employee to read and discuss this review. A copy will be given to the employee and the original will be kept in employee file in locked cabinet.
