Naval and DoD Warfare Analyst ( Naval SME)
General Infomatics, Inc, is proud to collaborate with the TRMC to fulfill a requirement for a Naval SME to support mission readiness of DoD test and evaluation (T&E) capabilities, infrastructure, and workforce to support DoD modernization. The TRMC provides governance over DoD test resources (open-air test ranges, ground test facilities, hardware-in-the-loop laboratories, measurement facilities, software testbeds, and modeling and simulation used for testing), including the Major Range and Test Facility Base (MRTFB). The TRMC forecasts future T&E needs, defining strategic investment portfolios to test hypersonics, directed energy, autonomy and artificial intelligence, electronic warfare, cyber, nuclear effects, space systems, and multi-domain operations. Addressing the highest priority test gaps, the TRMC invests in the development of new and upgraded test resources, executed in partnership with the Services and Defense Agencies, to improve Joint and multi-Service DoD test capabilities that support acquiring advanced warfighting capabilities.In this role, you will:Serve as Contractor SETA support to the TRMC Test Resource - Governance Division ChiefServe as Subject Matter Expert (SME) on the T&E capabilities of Naval T&E ranges and facilitiesOrganize, facilitate and execute TR-G staff actionsServe as lead contractor for MRTFB changes, MRTFB Composition Listing, and MRTFB change data analyticsServe as TRMC SME on the development of Remote Test Range policyServe as TRMC SME on the T&E WorkforceCollect and analyze key workforce data to support range readiness assessmentsCollect and analyze key workforce data to support congressional reporting requirements for workforce hiring flexibilitiesServe as TRMC Intern program SME. Develop program growth and maturation options. Collect and analyze program performance metrics.Serve as SME on various DoD Policy Board on Federal Aviation committeesWork with TR-G to ensure all RCC groups are represented per TRMC requirementsServe as TRMC representative to Range Commanders Council Operations GroupServe as TR-G SME on range scheduling systemsLead and conduct research on T&E challenges, issues, and solutions: obtain relevant DoD documents, develop requirements for studies, analyze options and develop required documentationCoordinate, facilitate, and participate in inter-agency meetings across DoD stakeholders and summarize the proceedingsReview policy and legislation for impacts on T&E and associated test workforce and infrastructureUnderstand and execute all duties in support of an OSD Action Officer QualificationsTo be successful in this role, you will have:Active DoD Top Secret clearance with SCI eligibilityA Bachelor's degreeMulti-disciplinary technical and analytical background supported by broad technical experienceRelevant DoD or similar experience applicable to TRMC charter.10 years of general work experience; minimum five (5) years of relevant professional experienceAbility to work effectively both individually and as a member of a teamWillingness to work on all aspects of team prioritiesAbility to work with a wide range of contributors, to include engineers, subject matter experts, functional teams, and senior leadershipExperience tracking team progress to planAbility to handle multiple tasks simultaneously and work within tight deadlinesExcellent written and oral communication skills including copy editing experienceProficiency with Microsoft Office to include Word, Excel, and PowerPointThe ability to travel up to 10%.Additional desired experience and skills:Technical experience in engineering or physicsExperience in the development, drafting, editing, publishing, distribution, coordination of executive-level communication deliverables, to include information papers, guidance memoranda, policies, technical reports, congressional reports, annual reports, responses to media inquiries, briefings, and presentationsExperience in test of Naval Warfare systemsExperience in managing federal internship programsExperience organizing, facilitating, leading Microsoft Teams sessionsKnowledge of T&E computer/communications network techniquesExperience with strategic planning and solution developmentKnowledge of advanced weapons systems and experience with special access required programsDepartment of Defense and National Capital Region experienceResearch, Development, Test and Evaluation (RDT&E) or similar technical T&E management experienceKnowledge/experience with DoD PPBE, JCIDS, DFAR MUST have an active TS security clearance.
