Relocation assistance may be available.Please note: Communications regarding this position may include the company name "Banner Property" and should be deemed legitimate.Qualifications:Required:High School diploma or GEDAt least 1 year of experience in multifamily property managementTax Credit Certification (or ability to obtain within 120 days of hire)Proficiency in Microsoft Word and ExcelStrong communication, organizational, and leadership skillsValid driver's license, auto insurance, and reliable transportationPreferred:Bachelor's degree and 2+ years managing staff and property operationsAccredited Residential Manager (ARM) certificationPSH Expertise: Prior experience in Permanent Supportive Housing (PSH) is highly preferred, specifically a demonstrated ability to navigate the unique needs of residents who have experienced homelessness, trauma, or have complex physical and behavior health needs.Physical Requirements:Must be able to lift up to 20 lbs. occasionallyFrequent walking, stair climbing, and site inspections (including attics/roofs)Make a difference through housing that matters.Full Circle Communities - a mission-driven nonprofit affordable housing developer and manager - is seeking an experienced Community Manager to oversee two or more affordable housing communities in Elgin, IL.As a key member of our management team, you will rotate between properties in the region to ensure high-quality operations and resident satisfaction.In this role you will lead and support on-site property staff, manage property finances and budgets, ensure regulatory compliance, oversee maintenance, and foster strong, positive relationships with residents and community partners.Key Responsibilities:Team & LeadershipAssist in hiring, training, and supervising on-site property staffProvide feedback and contribute to performance reviewsEnforce company policies and ensure a professional, respectful work environmentFinancial OversightCollect and post rent, handle deposits, and manage petty cashApprove invoices and assist with budget creation and variance reportingRecommend rent increases and manage evictions when necessaryRegulatory ComplianceEnsure ongoing compliance with a variety of housing programs, including: Section 42, HUD, HOME, Section 811, PBRA, FHLB, and Bond ProgramsProvider Partnership:Maintain a high-functioning relationship with on-site service providers to coordinate resident support, manage reasonable accomodation requests, and proactively address lease compliance through a collaborative, mission-driven lens.Administrative & LeasingApprove and reject applicants (subject to change)Maintain accurate lease files and property recordsMonitor and improve leasing performance and occupancy ratesAnalyze market trends and coordinate advertisingMaintenance OversightEnsure timely response to maintenance requestsConduct unit and site inspectionsCoordinate with vendors and contractorsRespond to emergency situations promptlyResident EngagementServe as a key point of contact for resident concernsSupport lease renewals and resident retentionOversee resident activities and community-building effortsWhy Join Full Circle?We're more than a property management company-we're a mission-driven organization that puts people first.
