SummaryAs a program and administrative assistant to the Division Director, you will share the responsibility for planning, directing, and coordinating activities pertaining to administrative management, budget, fiscal, personnel, data processing, and administrative services; participates in program activities; and independently directs all clerical and administrative support functions in the office. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Analyzes administrative problems and formulates solutions relating to personnel, information management of data to customers, space, property, equipment, and supplies. Resolves problems, handles conflicts, relates, and interacts with people at all levels in the office as well as outside industry. Provides oversight to the order processing system which involves training and directly assists as needed to ensure program functions are carried out in a timely manner. Controls and directs all records and files within the office including permanent records of calibration materials and international cotton studies. Utilizes a personal computer using word processing, spreadsheets, databases for compiling and analyzing data, reports, telecommunications, and other administrative functions with demonstrated computer literacy. QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Operating office software, customized web-based software, and off-the-shelf systems in order to create and use work products. Analyzing data obtained from expenditure and cost records, historical data and estimated workload. Preparing and executing time and attendance reports, personnel actions, hiring documents, and travel authorizations and vouchers both manually and in electronic systems. Prioritizing assignments, meeting deadlines, communication orally and in writing to share ideas, to receive and to convey information. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. Travel, transportation, and relocation expenses may be paid. A final salary determination will be made upon selection. Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed. The work is typically sedentary in nature and may require some walking and carrying of light items such as office supplies. Travel may be required for this position to attend training, conduct duties, or other meetings.
