If you want to be part of an inclusive, adaptable, and forward-thinking organization, apply now.We are currently seeking a MITA Technical Analyst to join our team in Chicago, Illinois (US-IL), United States (US).NTT DATA is seeking a Technical Analyst to play a key role in the successful modernization of the Illinois Medicaid Enterprise System (MES).The Technical Analyst supports the State of Illinois Department of Healthcare and Family Services (HFS) in the modernization of its Medicaid Enterprise by providing analytical, coordination, and advisory services across procurement strategy. This role collaborates with stakeholders to develop, track, and update the Illinois MITA State-Self Assessment and associated deliverables, ensuring compliance with federal and state requirements. The Technical Analyst works collaboratively with internal resources and with client leadership, internal and external project teams.The position is remote, with the possibility of up to 25% travel to the client location in Springfield, Illinois.Duties Include:Write and coordinate information related to the MITA SS-A.Track and report on assigned MITA activities (or those assigned)Collaborate with client project teams and stakeholders to understand project scope, requirements, and business needs.Support the development of procurement strategies, by researching of available products, services, suppliers, and evaluation of acquisition approaches.Collect, review, and analyze data to develop the MITA SS-A and other technical resources as requested by leadership.Prepare and present analytical reports, findings, and recommendations to support decision-making.Ensure all work products and deliverables meet technical, documentation, and quality standards.Participate in and/or facilitate engagement with CMS and other federal/state agencies to ensure collaborative working relationships.Manage client relationships and expectations, working regularly with key client SMEs.Provide recommendations for critical business and project decisions.Participate in meetings and communicate deliverable status, risks, and issues to stakeholders.Support continuous improvement of processes, personnel, and organizational systems.Review deliverables and processes for quality and completeness, ensuring all project-identified processes and methodologies are executed and followed.Basic QualificationsBachelor's degree or higher from an accredited college or university in a related field, or four years of additional relevant experience in lieu of a degree.Minimum of 6 years' experience as a technical analyst with, or consultant to, State Health Programs.Minimum of 2 years experience supporting MITA projects and assessments.Proficiency in MS Office (Word, Excel, PowerPoint, Outlook), with expertise in MS Excel.Strong customer service attitude and effective oral and written communication skills.Ability to work independently or as part of a team, with a high degree of professionalism in deliverables and client interactions.Ability to review deliverables and processes for quality and completeness.Preferred Experience / Qualifications:Bachelor's degree in computer science, information technology, or business with a technical focus.Minimum of 3 years experience with Medicaid3-5 years of experience applying enterprise architecture principles to support large-scale transformation initiatives3-5 years of experience in the Health and Human Services (HHS) domainParticipation in at least two post-ACA Medicaid-related initiatives, such as:Medicaid Eligibility systemsMedicaid Management Information Systems (MMIS)Health Information Exchange (HIE) projectsHealth Information Technology (HIT) projectsDemonstrated expertise with federal and industry-standard architecture frameworks and methodologies, including:TOGAFZachman FrameworkITILProven experience leveraging HHS domain reference frameworks, including:National Human Services Interoperability Architecture (NHSIA)Medicaid Information Technology Architecture (MITA)Excellent verbal and written communication skillsStrong ability to translate complex technical concepts for non-technical stakeholdersStrong interpersonal skills with the ability to build and maintain effective client relationshipsWhere required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $79,000 - $145,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications.This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short and long term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally-required benefits.
