This position will be based out of the Tilbury Arena with a focus on the management of parks and outdoor assets in Tilbury, Wheatley & Merlin.Job DescriptionThe Supervisor I, Parks & Recreation is responsible for the day-to-day operation of parks and recreation facilities, ensuring assets and open spaces are maintained and operated in a safe and efficient manner, coordinating infrastructure renewals and capital builds, and leading and supervising staff. This position is responsible for a variety of assets across a designated service area which may include arenas, parks, community halls, beaches, sport fields and courts, boat docks, splash pads, horticulture displays, trails, pavilions, outdoor pools, indoor pools (Blenheim & Wallaceburg only), a campground (Ridgetown only), and other assets as assigned. The Supervisor I, Parks & Recreation reports to the Manager, Parks, Recreation & Cemeteries and participates on the Manager/Supervisor Team.Essential ResponsibilitiesDemonstrate Chatham-Kent’s core values and competenciesLead a team in a fast-paced and constantly changing unionized and non-unionized environmentDirect a team consisting of CUPE 12.1 union members as well as seasonal, casual, and part-time employeesDevelop and implement an annual resource allocation plan to maintain and operate assets according to approved service levelsDevelop and implement response procedures, including activity prioritization, in the event of unplanned repairs, vandalism, special events, or weather events impacting assetsDeliver municipal facilities services and operations in accordance with municipal policies and procedures, provincial legislation, Occupational Health & Safety Act, Ontario Fire Code, Ontario Building Code, Electrical Safety AuthorityDevelop, review, and evaluate contracts, agreements, quotes, and tendersMaintain a high standard for health and safety practices including implementing training regimens and developing standard operating guidelinesEnsure assets are aesthetically maintainedImplement continuous improvement practicesConduct condition assessments and implement lifecycle strategies consistent with the asset management planOversee and manage various contractorsMonitor various asset lease or license agreements with third party groups for compliance and lead the development of new agreements where requiredCoordinate with various municipal departments to implement projects and services, including Legal, Purchasing, Engineering, and Public WorksConduct procurements compliant with municipal purchasing policy including tender development, evaluation, and contract executionOversee an annual operating budgetDevelop and monitor key performance indicators to assist with business case developmentFoster partnerships with local community groups and facility user groupsAssist with seasonal field and ice time allocations to user groupsProvide recommendations to maintain assets and maximize facility usageProvide recommendations on departmental policy and assist with Council reportingInvestigate, analyze and resolve operational issuesProvide exceptional customer serviceImplement continuous improvement practicesWorks in accordance with the provisions of applicable Health and Safety legislation and all corporate and departmental policies and procedures related to Occupational Health and SafetyParticipate, as required, on internal committees focused on various initiativesPerform ‘Acting Manager’ duties as requiredEssential QualificationsRelated college certificate or diploma (preferably in a parks and recreation facility management program or asset management), with four (4) to six (6) years related experienceExperience in asset management principles and practicesExperience in the operations of arenas, parks, community centres, horticulture and poolsKnowledge and experience relating to the maintenance/development of recreational assets and parklandsMaintenance experience in ice making, ice maintenance and refrigeration experience is essential for supervisors overseeing arenas.Understanding of:V.A.C. operation and maintenanceOperations and repair of fleet vehicles associated with recreational assetsMechanical equipmentFacility maintenanceKnowledge of municipal policies, procedures and bylaws and applicable provincial, federal legislations and regulations as they pertain to the areas of parks and recreationSupervisory experienceExperience working in a unionized environmentExperience managing an operating budgetWorking knowledge of Questica and JD Edwards (or similar financial programs)Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs)Certifications, memberships, licensesStandard first aid and CPR certificationBasic Arena Refrigeration is required for all Supervisors overseeing arenasCertified Pool Operator certificate or designation is preferred for all Supervisors overseeing pools or water-recirculating splash padsProject Management certification an assetCertified Ice Technician (CIT) an assetInternational Society of Arboriculture of Ontario certification an assetRegistered Playground Inspector or Certified Playground Inspector designation an assetMechanical Engineering Certificate an assetPropane handling certificate or Record of Training (ROT) an assetWork environment/hours of workThis position works mostly indoorsThis position works weekday hours, with occasional evening and weekend hours, and on call after hours and on weekendsWorking RemotelyThis position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.This position may be required to attend on-site meetings in order to complete essential responsibilities of the role. As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice. Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.Driver’s Licence/vehicle RequirementsBecause of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years; because this position may be required to drive their own vehicle, a reliable vehicle is also required.Background Check RequirementsSuccessful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: Police Criminal Record Check, education/certification verification, and employment reference check.Essential Physical And/or Safety RequirementsWalking: frequent walking on level surface, rough surface (checking job tasks that staff are doing in the arena; inspecting park areas and other outside amenities)Sitting: frequent sitting in a chair, vehicle seat (working in the office; driving to different work areas)Foot action: frequent one and two foot action (walking)BenefitsThis permanent full-time position has an annual salary of $100,043 to $113,119 and will receive benefits including: participation in the OMERS pension plan (mandatory) as well as sick and vacation entitlements.
