The County's Budget Officer position is responsible for the County's General Fund. The position has overall responsibility for the coordination, distribution, finalization, and production of the County's annual 3-production budget cycle. The generation of various complex budgetary reports is required. The work further involves the performance of technical budgetary, accounting, and financial analyses. The Budget Officer position provides direction in accounting, financial reporting, and budgetary activities for the variety of funds that comprise the General Fund. The work entails supervision of accounting personnel, budget analysts, and other employees working in support of the General Fund. All reports and work products must comply with the following: General Accepted Accounting Principles (GAAP); General Accounting Standards Board (GASB) requirements; Governmental Financial Officers Association (GFOA) practices. The work, which is performed under general supervision, requires extensive experience training and supervisory experience in general fund management, budget, accounting, and finance. The position reports to the Deputy Director of Finance and Budget. Essential Job Functions Oversees, prepares, and coordinates production of the 3 annual budget documents. Performs high-level technical budget and finance work. Prepares, adjusts, analyzes, and coordinates all activities related to the General Fund. Supervises the day-to-day accounting operations, financial analysis, and budgetary oversight, as related to fund management. Monitors and tracks position control, staffing, NeoGov, and the non-County employee check list for all funds. Provides support and guidance for the real estate and personal property tax billing process. Provides ongoing assistance and training of accountants, budget analysts, accounts receivable technicians, and accounts payable technicians. Analyzes daily the County's cash position and investment activity. Oversees data in accounting systems and financial reporting for accuracy, integrity, and compliance with GAAP. Support and train approved users on finance system. Ensures compliance with General Accepted Accounting Principles (GAAP); General Accounting Standards Board (GASB) requirements; and Governmental Financial Officers Association (GFOA) practices. Serves as resource for GASB and GAAP standard changes. Coordinates, prepares, and presents BOCC memo's and presentations. Speaks at various professional association functions concerning budget practices and systems of the County Government. Other Duties Performs related work as required. Knowledges, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.) Knowledge of-- Budgetary, accounting, and principles and practices as applied to accounting and fiscal reporting for public agencies. GAAP, GASB, and GFOA requirements. Effective techniques of supervision. Ability to-- Design, implement and direct the operation of County accounting system. Prepare financial reports and statements. Establish and maintain effective working relationships with others encountered in the work. Manage staff, daily operations, and policy development and implementation. Communicate effectively both orally and in writing. Deal effectively with the public. Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.) Training and/or Education: Bachelor's degree in accounting, finance, public budgeting, or a related field. CPA preferred. Experience: Four years of senior level budget, accounting, or similar experience preferably in governmental budgeting which must include two years of considerable experience managing staff, daily operations, customer service and policy development and implementation. Licenses or Certificates: None Special Requirements: Work is subject to deadlines and frequent interruptions. Physical Demands: Operation of keyboard devices. Unusual Demands: None FLSA Status: Exempt Compensation Steps: Pay rate: $49.49 - $56.79 per hour; $90,072 - $103,358 annually Grade 727, full-time position, 35 hours per week Department of Finance and Budget Position closing date: March 19, 2026 Please Note: This position will close at 11:59 p.m. on March 19, 2026.
