Sumter School District Job DescriptionPOSITION: Executive Director of Testing, Accountability and School ImprovementFLSA STATUS: ExemptQUALIFICATIONS: Master's degree or equivalent coursework in Educational Administration, Educational Measurement and Research, or a related field. Five (5) years of progressively responsible related experience to include two (2) years of experience in administration and educational planning, research or evaluation. Thorough knowledge of educational data and statistical support systems. Proficiency in the use of database software and statistical analysis. Such other alternatives to the above qualifications as the Board may find appropriate and acceptable.Job DutiesSupervises the District Accountability and Testing to include assessment and evaluation, testing programs, and analysis of data for continuous school improvement.Assists in the District's comprehensive needs assessment activities, including the analysis and dissemination of results and implications for planning, priority setting and accountability purposes.Plans, develops, administers, and monitors various accountability activities and programs in compliance with all relative federal and state regulations, and district policies, procedures and standards.Provides consultative services and technical support to the Division of Instructional Services and school leadership on school improvement issues.Provides consultative services and technical support on evaluations conducted by outside evaluators and those required by the South Carolina Department of Education or other regulatory agencies including grant funding sources.Prepares and presents, on an annual basis, district-wide and school standardized test results (reports and analyses).Provides baseline and trend information for the district and school strategic plans.Provides data and conducts data integrity reviews for state and federal accountability systems.Provides consultative and technical support and services to schools, departments and programs on assessment and evaluation tools and activities.Reviews and coordinates research requests from individuals, groups and/or outside agencies.Develops and implements formative and summative programmatic evaluations, selecting and supervising contracted services as needed.Develops and implements comprehensive data systems to guide instructional decision making.Develops and implements programs and processes to ensure school-level access to and use of data to improve teaching and learning.Develops and implements programs and processes to support effective classroom assessment practices.Completes, processes, and maintains all required records, reports, and confidential personnel information.Provides training to district and school teams in the use of data for continuous improvement.Coordinates all federal, state and district wide testing programs as District Test Coordinator. Provides training to School Test Coordinators to assure smooth and accurate processing and flow of testing materials distribution.Provides planning and implementation of district staff training as related to accountability measures and data-driven decision making.Provides support for schools and District in analysis and interpretation of State and Federal Accountability systems.Is effective in the administration and coordination of the Title III program to ensure district compliance with the federal mandate.Is effective in the administration and coordination of the ESOL program to ensure district compliance with the federal mandate.Is effective in the administration and coordination of the Gifted and Talented program (Quest and REACH) to ensure district compliance with state guidelines as outlined in the Gifted and Talented Best Practices Manual.Standards Required To Perform Essential Job FunctionsPhysical Requirements: Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. Must be able to communicate effectively and efficiently with persons of varying educational backgrounds and in a variety of technical and/or professional languages including education administration, curriculum development, budgeting, personnel, building maintenance, grant administration, public relations, etc.Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use practical applications of algebra and statistics.Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles.Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.Color Discrimination: Requires the ability to differentiate colors and shades of color.Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations, volatile situations or tight deadlines. Worker may be subject to danger or risk to a slight degree and to tension as a regular, consistent part of the job.Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). TERMS: 233 days. The Division of Personnel will establish salary and work year based upon the recommendation and approval by the Superintendent and approved by the Board of Trustees.EVALUATION: Performance of this job will be evaluated annually in compliance with the Board's policy on evaluation and professional personnel.The District's administrative assignments are discretionary with the Superintendent. In the event of any change in the District's organizational chart, reduction in force, or whenever it is deemed in the best interest of the District, the Superintendent may reassign the Employee. Further, the District reserves the right to make reassignments, upon notice to and consultation with the affected employee, consistent with S.C.
