To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service. Specialized experience is defined as having experience: (1) Providing supervision or leadership and guidance to support the growth and development of staff; (2) Managing projects and resources, including monitoring and inspecting costs, design and contractor performance; (3) Preparing, justifying and/or administering the budget for program areas; administering, and monitoring expenditures to ensure cost-effective support of programs and policies; and (4) Being accountable for the development of programmatic project objectives and for providing the technical and professional leadership required for the effective execution of the project.
