Job Description
WITCOM has an immediate, funded opportunity for an IP Engineer to join our mission critical customer at Ft. Meade, MD. Qualified candidates must possess a minimum Top Secret clearance and be able to obtain a TS/SCI clearance.
The overall objective of this position is to support the engineering and deployment of the Defense Red Switch Network (DRSN) migration from Time Division Multiplexing (TDM) to Internet Protocol (IP) using DISA’s infrastructure.
Lead / support technical planning; requirements analysis; provisioning; test and analysis; and implementation of IP networks and systems
Engineer IP transport / network architectures and designs
Test and evaluate IP system and networks
Develop project plans of network equipment and services at various locations
Work on all phases of solutions from analysis and design through implementation and support
Support the evolution from the existing architecture to a future IP converged environment
Lead requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standards
Participate / lead peer reviews and inspections of requirements documents; ensure that the requirements are interpreted correctly
Develop and present technical briefings; requirements documents; Analysis of Alternative (AoA) documents / Course of Action (CoA) documents; design documents; site survey documents; Bill of Materials (BOMs); Site Survey Reports; Technical or Telecommunication Site Implementation Plans (TSIPs); and project schedules.
Conduct market research activities, and coordinate with industry to develop and refine system concepts and designs
Design/support development of alternative system design solutions, configurations and evaluations
Develop/support system and network transition planning, installation and testing activities
Deliverables shall include Technical Analysis White Papers/Engineering Reports, and Technical Briefs
Evaluate and assess test tools for an IP converged network
Create and support simulation environments and test beds in the Fort Meade Laboratory and Testing Center (FMLTC) for testing and assessment of Tier II / Tier III anomalies and evaluate next generation network equipment
Perform analysis of IP protocols and other metrics, which can assess the performance and quality of IP-based networks and services
Perform operational disruptive test and evaluation of supporting VoIP spiral initiatives among the FMLTC, JTIC, and other certified laboratory facilities
Provide operational engineering support, testing, and quality assurance checks of new and existing services
Deliverables include test plans and reports, technical analysis white papers/engineering reports, and technical briefs/documentation
Required Skills
IP networking
Hands on experience with IP devices to include routers, switches, firewalls, VMware, etc.
Knowledge of secure/non-secure voice communications in support of senior level leadership within various government agencies
Knowledge of JIE/JRSS/VPN/NIPRNET/SIPRNET
Sec+ or CISSP
Required Experience
Bachelor’s Degree in Computer Science, Engineering, or related field preferred, along with 5 years of hand-on industry or military experience
Knowledge and experience using Internet Protocol (IP), Session Initiation Protocol (SIP), Unified Capabilities (UC) or Assured Services (AS-SIP); routing protocols (i.e. OSPF; BGP and ISIS) and Quality of Service (QoS)
5+ years of experience with designing and implementing IP networks
3+ years of experience with configuring Juniper; CISCO, Avaya, Microsoft UC solutions
Must possess knowledge and hands-on experience in network testing
Must have experience in performing technical project management for network projects
One of the following preferred: CCNA, JNCIA, CCNP-Voice or Wireless certification
A minimum Top Secret clearance require with the ability to obtain TS/SCI
