Ensures fuel quality control inspections are in compliance and are completed on a daily, weekly, monthly, quarterly, and annual basis for both fuel farms. Performs a variety of administrative, maintenance, and compliance inspections and repair functions related to airport equipment and fuel farms. Assumes the duties of the Flight Line Service Supervisor in their absence.GENERAL EXPECTATIONS FOR ALL EMPLOYEESIn order for us to continue to achieve our primary function of making McKinney a better place to live, work, and raise a family, we hold these expectations for all employees.Learn and demonstrate an understanding of how team, department, and City goals are interconnected.Contribute to a positive work culture.Maintain regular and reliable attendance.Ability to assess his/her work performance or the work performance of the team.Contribute to the development of others and/or the working unit or overall organization.Ability and willingness to work as part of a team, to demonstrate team skills, and to perform a fair share of team responsibilities.Ability to continuously learn and develop through a mix of internal and external training opportunities, and if applicable, encourage subordinates to do the same.ESSENTIAL DUTIES AND RESPONSIBILITIESMaintains detailed training files for each Technician required under FAR Part 139.Drafts, implements, and trains staff on all Line Service standard operating procedures.Designs training courses for the department.Conducts Flight Line Specialists training on safety procedures and the use of PPE.Monitors online, self-paced training programs.Acts as a liaison with management, communicating about any changes, concerns, technical difficulties, or disciplinary issues regarding Line Service Technicians.Assumes the duties of the Flight Line Services Supervisor in their absence.Responsible for all weekly, monthly, quarterly, and yearly quality control and inspections.Maintains accurate records for quality control inspections and safety inspections.Responsible for quarterly safety meetings to include agenda preparation, meeting minutes, and distribution of information.Responsible for all APHIS training, Regulated Garbage, and environmental hazardous materials training.Conducts training for Flight Line Specialists on procedures for daily checks and the operation of all fuel trucks.Instructs in the marshaling of aircraft in and out of the McKinney Air Center ramp.Coaches and monitors new hires in the following areas to include but not limited to fueling aircraft, lavatory servicing, loading and unloading of luggage, aircraft towing, potable water, windshield washing, newspapers, deice, and catering.Performs Fuel Farm Inspections training to include but not limited to checking internal override functions, checking the floating suction, performing an emergency shutoff test, inspecting meter seals, and checking inline strainers. Performs and instructs how to conduct Millipore test on a monthly basis, quality control, as well as maintain a log of actions taken at both fuel farms.Accepts deliveries of avgas and jet fuel and trains staff on the proper procedures.Performs quality control checks of fuel per NATA and TKI guidelines.Produces fuel deliveries and quality control check reports.Unloads fuel transport trucks and records fuel distribution.Obtains and records differential pressure readings.Performs and conducts fuel hose inspections and test trainings per ATA requirements.Schedules fuel farm and fuel truck maintenance by third party vendors as needed.Responsible for training first response firefighting as noted in NATA training. Complies with all state and federal regulations.Maintains documentation on all maintenance performed on fuel farms, fuel trucks, and all GSE equipment.Performs Line Service duties as necessary.Conducts training on proper procedures for fuel and oil spill cleanups on ramp and fuel farm areas and maintains appropriate records of all fuel and oil spills.Inspects and maintains inventory of all applicable supplies for fuel spill cabinets.Ensures new hires have completed the AOA video, Airport driver training, and understands the requirements of driving on airport restricted areas.Conducts training on operational use of the appropriate ground power equipment to an aircraft.Acts independently and no longer needs direction from a supervisor to act on a required task.Ensures new hire employees are signed off for fueling all aircraft commonly seen at TKI.Performs regularly scheduled safety checks on ground support equipment and fuel trucks.Effective communication with the ATC control tower.OTHER JOB FUNCTIONS:* Perform other duties as assigned or directed.KNOWLEDGE, SKILLS, ABILITIES, AND BEHAVIORSAbility to embrace and embody the City's core values of Respect, Integrity, Service, and Excellence (R.I.S.E.).Ability to communicate effectively with peers, supervisors, subordinates, and people to whom service is provided.Ability to produce desired work outcomes, including quality, quantity, and timeliness.Ability to plan and organize work, time, and resources, and if applicable, that of subordinates.Excellent communication and presentation skillsExcellent interpersonal skillsExcellent training development skillsKnowledge of Fixed Based Operations (FBO)Ability to safely handle fuel products and complete understanding of fuel farm operations.Familiarity with all types of general aviation and corporate aircraft.Familiarity of airline aircraft and operations.Auditing fuel load paperwork against daily inventory of fuel farm and fuel trucksAbility to read and understand federal regulations applicable to the performance of the job.Knowledge of the ATA 103.·Ability to use refractometerAbility to train and lead staff.Ability to direct activities as needed.MINIMUM QUALIFICATIONSAny work-related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.High School Diploma or GED, supplemented by five (5) years of FBO experience. Must have familiarity with computer equipment and MS Office programs such as Microsoft Outlook, Word, Excel, PowerPoint, etc. Must have familiarity with Total FBO Software, NFPA 407, and ATA 103 and aircraft deice experience.PREFERRED QUALIFICATIONSFive years of experience at Part 139 Certificated AirportThree years of Lead experienceExtensive fuel quality control experienceTraining administration experienceThree years of aircraft deice experienceNATA Fuel QC CertificationCONDITIONS OF EMPLOYMENTMust pass a drug screen, driving record and background check.Must have Class C Texas Driver's License.Must pass a TSA-mandated 10-year Criminal History Record Check (CHRC) and Security Threat Assessment (STA)PHYSICAL DEMANDSTasks involve the ability to communicate with the public and co-workers in person and the telephone. Sitting, reaching with hands and arms, standing, walking, climbing and balancing, with some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). May occasionally involve heavier objects and materials up to 100 pounds.WORK ENVIRONMENTExposure to propeller and jet aircraft operations. There is limited exposure to environmental conditions. Tasks require exposure to hazardous materials, strong odors and/or smoke, aircraft exhaust, traffic hazards, extreme heat/cold or extreme weather conditions to include rain ice, snow, freezing rain, etc. at all times of day and night.
