Senior Quality Engineer – ITAR / PCBA Debug

*Job Overview* BSU's new leadership is investing seriously in compliance — not as a checkbox, but as a real function with real resources behind it. This is your opportunity to build that program from the ground up: you'll own the day-to-day operation of our ITAR compliance program in direct support of BSU's Empowered Officials, while also leading our engineering test and debug team and managing our quality engineers as their direct manager from day one. This is a hands-on technical role first. You'll personally troubleshoot complex board-level failures alongside your team, and you'll be a primary technical point of contact for our ITAR and other sensitive customers — advising on quotes, working through build issues, and running regular customer meetings. BSU takes on the complex, high-stakes builds other contract manufacturers turn away, and this role sits at the center of that work. *Responsibilities* * Serve as direct manager to BSU's quality engineering team, setting priorities and developing the team. * Personally troubleshoot, diagnose, and resolve complex electrical and board-level failures using schematics, oscilloscopes, and other test/measurement equipment. * Own day-to-day administration of BSU's ITAR compliance program — registration and renewals, license and agreement administration, restricted-party and technology screening, recordkeeping, and training — operating in direct support of BSU's designated Empowered Officials. * Build and maintain BSU's Technology Control Plan and related compliance documentation and procedures. * Serve as a primary technical point of contact for ITAR and other sensitive customers — advising on quotes, resolving technical and manufacturing issues, and running regular customer meetings. * Partner with production, engineering, and program management to support New Product Introduction (NPI) and existing production programs. * Review BOMs, assembly drawings, specifications, and engineering documentation to support troubleshooting and quality investigations. * Flag and escalate compliance risk independently, including to BSU's Empowered Officials, without regard to production or sales pressure. * Travel occasionally to support customer work, up to approximately 10% annually. *Experience* * *Must be a U.S. Person as defined under ITAR (22 CFR § 120.62) — U.S. citizen, lawful permanent resident, or protected individual.* * Must be available to start in September 2026. * Bachelor's degree in Electrical Engineering or related field required. * Demonstrated experience troubleshooting complex electrical circuits and printed circuit board assemblies (PCBAs), including strong proficiency with oscilloscopes and other test/measurement equipment. * Experience leading or directly supporting an ITAR compliance program — registration, license administration, screening, training, or technology control planning. * Experience directly managing other engineers, ideally in a quality or test engineering capacity. * Ability to read and interpret complex electrical schematics, assembly drawings, BOMs, and engineering documentation. * Comfort as a direct technical point of contact with customers, with strong written and verbal communication skills.
