Location: Harrisburg, PA - LOCAL CANDIDATES ONLYPosition Type: HybridHybrid Schedule: On-site as needed in beginning, then monthly on-site meetingsContract Length: Long-term with annual extensionsPosition Overview:This role is for an experienced Geospatial Engineer is responsible for leading the design, integration, and modernization of enterprise geospatial solutions using ArcGIS Enterprise. The position blends GIS expertise with enterprise IT strategy, requiring hands-on technical leadership to deliver scalable, integrated solutions that support transportation data, analytics, and operational systems.Required Qualifications:BS Degree in GIS, Geography, Transportation Engineering, Computer Science, or a related field; or equivalent technical experience5+ years of hands-on experience in transportation-focused GIS environments designing and implementing solutions using ArcGIS EnterpriseProven experience in enterprise system integration, including API development, data interoperability, and system orchestrationAdvanced knowledge of the Esri software stack, including ArcGIS Pro, ArcGIS Enterprise (Portal, Server, Datastore), ArcGIS Online, and integration tools such as FME, Python, .NET, JavaScript, and REST/SOAP APIsStrong proficiency in spatial data modeling, enterprise geodatabase management (PostgreSQL, SQL Server), and geospatial analysis techniquesDemonstrated experience developing automated workflows using Python, ArcPy, and geoprocessing servicesExperience integrating GIS with transportation-related systems such as traffic monitoring, asset management, and planning toolsKnowledge of data governance, metadata management, and security principles related to spatial data integrationKnowledge of federal transportation reporting requirements and roadway inventory/asset management practicesExperience supporting large-scale enterprise GIS modernization or cloud architecture initiativesFamiliarity with transportation safety datasets, operations data, or traffic analytics platformsUnderstanding of ITIL, Agile/Scrum, or enterprise project management methodologiesExcellent communication skills with the ability to translate technical concepts for non-technical audiencesPrefer, not required:GISP (GIS Professional Certification) – URISAEsri Technical Certifications (e.g., Enterprise System Design Associate/Professional, ArcGIS API Developer)Agile/Scrum certification a plusDuties:Interpret transportation GIS mandates and translate them into technical requirements, workflows, and compliant data solutionsDesign and document end-to-end geospatial architectures using ArcGIS Enterprise, ensuring seamless integration with enterprise systemsDevelop scalable architecture frameworks, technical roadmaps, and reusable GIS service patterns aligned with enterprise standardsLead GIS cloud migration efforts, including performance monitoring, optimization, and modernization initiativesBuild and maintain complex geospatial data models, geodatabases, and linear referencing system (LRS) datasetsDefine and implement integration strategies using APIs, REST/SOAP services, message queues, and ETL/ELT processesDevelop APIs, middleware, and data pipelines to connect GIS platforms with ERP, asset management, traffic, and analytics systemsLeverage tools such as ArcGIS APIs, FME, Python, and webhooks to automate workflows and enable real-time and batch data exchangeCollaborate with infrastructure and security teams to ensure integrations meet compliance and security standardsDevelop automated scripts, geoprocessing services, and QA tools using Python, SQL, and ModelBuilderLead technical design sessions, stakeholder workshops, and cross-functional collaboration with analysts, developers, and architectsProvide technical leadership across teams to ensure successful deployment and adoption of GIS solutionsEvaluate emerging technologies and contribute to GIS strategy, including real-time data integration, spatial data platforms, and AI/ML applicationsSupport enterprise GIS roadmap development, including governance, integration strategies, and system modernization planningLead proof-of-concept initiatives and pilot programs to advance transportation analytics and operational capabilities
