DWES is hiring an Assistant Contract Compliance Officer. The Assistant Contract Compliance Officer assists in conducting outreach to local businesses interested in becoming City contractors, reviewing applications to certify local and small local businesses, and enforcing local business participation requirements on City contracts. They also ensure compliance with City Contractor Labor Standards, including local hiring and prevailing wage laws. Experienced in program management and compliance: You manage programs and operational systems, including planning, implementation, and evaluation, while ensuring compliance with local business participation requirements and employment standards. What you will typically be responsible for: Processing and reviewing applications for small business certifications and labor compliance documents such as waivers, job referral requests, and application to DWES' local employment referral program. Scheduling and performing site visits related to approval of small business certifications and Local/Small Local Business Enterprise (L/SLBE) Program compliance. Assisting with outreach for the unit, including maintaining the inventory of outreach supplies, updating contracting forecasts, scheduling and hosting events, formatting forecasting documents and other outreach materials, and giving presentations about the L/SLBE program and the benefits of certification. Organizing files in our online system, B2Gnow and LCP tracker, so they are easy to find and complete with all required documents. Asking questions and requesting documents from small business owners to complete their application and prepare for staff review. Pulling data for reports evaluating the small business certification area of L/SBLE legislation and labor compliance, crafting reports that can help direct outreach efforts, and ensuring businesses are registered with the correct NAICS codes. Assisting in creating educational tools and databases for small businesses. Minimum Requirements for ApplicationAny combination of education and experience that is equivalent to the following minimum qualifications may be acceptable: Education: A bachelor's degree from an accredited college or university in engineering, public administration, sociology, or a related field. OR Associate's degree in business administration or sociology and an additional two years of related work experience. Experience: One year of experience in contract compliance, social equity/justice program administration, personnel, or a related field, performing work such as enforcement involving equal opportunity and nondiscrimination, workforce development, community and stakeholder engagement activities, and research and analysis. Experience may have involved non-profit agencies, the business community, contractors and vendors, or the public. License or Certificate/Other Requirements: Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations promptly as required in the performance of duties.
